09-23-74 Special MeetingSPECIAL MEETING of the VILLAGE. COUNCIL September 23, 1974 Pursuant to due call and notice thereof, a special meeting of the Council of the Village of Golden Valley, Hennepin County, Minnesota, was held at 7800 Golden Valley Road in said Village on September 23, 1974, at 7:30 o'clock P.M. The following members were present: Anderson, Bix, Hoover, Moberg, and Riggs; and the following were absent: None. The Mayor opened the budget hearing as advertised in the official newspaper. Council discussed development of the park area of PUD #1 A and the Benson Orth Agreement regarding Bassett Creek Plaza. Estimated cost of total improvement, $7,000.00. Rosemary Thorsen, representing Open Space Committee, requested $150,000 plus $30,000 for acquisition of approximately 7 acres of the Rice Lake area. The Mayor closed the public hearing. Council discussed excavation and storage of 20,000 yards of peat to be stock piled on 23rd Avenue North between Pennsylvania and Rhode Island Avenue north. MOVED by Hoover seconded by Anderson carried that Robert M. Skare of Best, Flanagan, Lewis, Simonet & Bellows be engaged as the Village Attorney for 1975, subject to the following agreement: 1. The Attorney is to submit rough time sheets with billing. 2. The basis for charges shall be an hourly rate of $40.00 per hour not to exceed $24,000 for General Legal with no charge for Council meetings; and $30.00 per hour not to exceed $33,000 for Criminal Cases. 3. The Council and Attorney will jointly decide what constitutes a "Special Case" and set a rate thereon. Bicycle Program: MOVED by Hoover seconded by Moberg carried that the Council delete from the budget consideration of funding of a Bicycle Program. The meeting adjourned at 10:00 P.M., to 7:00 P.M., October 1, 1974 when final budget changes will be debated. Ma or Attes Village Clerk
