10-01-74 Special MeetingSPECIAL MEETING of the VILLAGE COUNCIL October 1, 1974 Pursuant to due call and notice thereof, a special meeting of the Council of the Village of Golden Valley, Hennepin County, Minnesota, was held at 7800 Golden Valley Road in said Village on October 1, 1974, at 7:00 o'clock P.M. The following members were present: Anderson, Bix, Hoover, Moberg & Riggs; and the following were absent: None. Present were Village Manager, Barkley G. Omans; Director of Administrative Services, John Murphy. The Mayor with the concurrence of the Council designated Jim Ingemunson to represent the City at the annual Commissioner of Revenue instructional meet- ing. 1975 Budget: G. Barton Brown, appeared with a recommendation regarding the Park & Recrea- tion Commission recommendation on proposed budget recommendation, that the funds for the full time Clerk 2 position in Park & Recreation Administration be transferred to Recreation Program Administration and an additional $3,000 be appropriated to Park & Recreation Administration for part-time clerical help. In addition $2,500 was requested for additional Tennis Program. Artice Silverman, President of the League of Women Voter's, read a statement in support of the Open Space Committee request for additional funds. Member Hoover was excused from the meeting at this time. MOVED by Anderson seconded by Moberg to add $131,041 to the total levy and to discuss then the priorities of dividing this amount on various programs. Upon vote being taken thereon Anderson and Moberg voted aye and Bix and Riggs voted nay. The motion did not carry. MOVED by Moberg seconded by Anderson carried to not fund the proposed Bicycle Program. MOVED by Moberg seconded by Anderson carried to add $1,000 to salary contin- gency. MOVED by Bix seconded by Anderson carried to amend the motion to specify that the amount be for the Recreation Assistant. Member Moberg voted "NO". MOVED by Anderson by Moberg carried to add $4,000 to Park & Recreation Admin- istration budget for half-time clerical position and to transfer funds for existing Clerk 2 position to Recreation Program Administration to be designa- ted for Women's program direction and Clerical. Council discussed additional appropriation for Tennis Programs and took no action. iS)0 Special Meeting of the Village Council, October 1, 1974 MOVED by Moberg seconded by Anderson carried to appropriate $7,000 for construction costs of St. Croix Park. Member Hoover returned to the meeting. MOVED by Moberg seconded by Hoover carried to add $2,500 to Council miscel- laneous for anticipated costs of various special commissions or projects. MOVED by Moberg seconded by Anderson to add $75,000 to the Land Purchase Con- tingency for Open Space. Members Bix, Hoover and Riggs voted "NO", the motion lost. MOVED by Hoover seconded by Bix carried to add $50,000 to Land Purchase Con- tingency. MOVED by Anderson seconded by Moberg carried to add $20,000 to appropriation to the Building Fund. Member Hoover voted "NO". MOVED by Moberg seconded by Anderson carried to eliminate the full-time Park Maintenance position and appropriate the funds for temporary employment instead. Member Anderson introduced the following resolution and MOVED its adoption: RESOLUTION (Establishing Payroll Benefits Fund) The motion for the adoption of the foregoing resolution was duly seconded by Member Moberg, and upon vote being taken thereon, the following members voted in favor thereof: Anderson, Bix, Hoover, Moberg, and Riggs; and the following voted against the same: None, whereupon said resolution was declared duly passed and adopted, signed by the Mayor, and his signature attested by the Village Clerk.
