SPECIAL MEETING
of the
CITY COUNCIL
January 15,1975
The following members were present at the Special Meeting of January 15,1975:
Anderson, Bix, Hoover and Riggs, Acting Manager John Murphy; Director of
Public Works, Lowell Odland. Absent: Moberg.
The meeting was called to order at 7:30 P.M.
Scott Avenue Storm Sewer:
The Director of Public Works notified the Council that Robbinsdale and Crystal
were not going to be present as scheduled as they felt that they had not given
sufficient notice of the meeting. The meeting with these communities was
rescheduled for January 28, 1975.
The Council reviewed proposed cost sharing figures but took no action.
Rhode Island Avenue Right -of -Way:
The Public Works Director reported that he had been in contact with the owners'
attorney and requested authority to offer the owners $2,000 over our appraised
value for acquisition.
MOVED by Bix seconded by Anderson carried to authorize the Director of Public
Works to offer $2,000 more than the appraised value for the property.
(Member Moberg arrived at the meeting at this point.)
Highway 12 & Boone Avenue:
The Director of Public Works showed the Council two preliminary design sketches
of a proposed interchange at Highway 12 and Boone Avenue and solicited Council
comment. No action was taken.
Ornamental Street Lighting Policy:
The Council discussed Street Lighting Policy both as to installation and main-
tenance charges. Member Bix stated that he would support a policy of not
approving ornamental street lighting unless a minimum of 80% of the assessable
parcels are favorable parties to the petition. The other members were in gen-
eral agreement. Other points discussed were that ornamental lights should be
of a standard design as designated by the City; that the share of maintenance
cost should be: 50% of standard street lights costs by the City and the balance
assessed; ornamental lights to be paid for by the City to the same extent as
standard lights, with the balance assessed.
The Acting Manager was requested to draft a policy statement for action at the
January 20, 1975 meeting.
