04-28-75 Special MeetingCONTINUATION OF REGULAR MEETING of the CITY COUNCIL (April 21, 1975) April 28, 1975 Pursuant to due call and notice thereof, a continuation of a regular meeting of the Council of the City of Golden Valley, Hennepin County, Minnesota, was held at 7800 Golden Valley Road in said City on April 28, 1975, at 7:30 P.M., in the Golden Room. The following members were present: Anderson, Bix, Hoover, Riggs and Thorsen (not sworn and not voting). Present were City Manager, Barkley G. Omans; City Attorney, Robert Skare and City Engineer Lowell Odland. Officers of the Valley Motel dba Holiday Inn appeared regarding their liquor application for on -sale, off -sale and Sunday sale. They were represented by Attorney Peter J. Ruffenach. It was stated that Mr. Sweet will be the res- ponsible manager and that it is the intention of the applicants to complete the unfinished part of the building. MOVED by Hoover supported by Anderson and carried that the on -sale liquor license be granted for the remainder of the license year to July 1, 1975, and that the fee be pro -rated to c ver one quarter of the license year sub- ject to the following points: 1. Any change in the corporation or stock ownership is to be reported to the Council as a change in the license. 2. Any change in the responsible manager is to be re- ported to the Council 3. By the next license filing a progress report is to be made on any construction or remodeling. MOVED by Anderson supported by Hoover and carried to grant the off -sale lic- ense to July 1, 1975 and that the owner make provision for the off -sale to be in a separate area in accordance with the ordinance. MOVED by Hoover supported by Anderson and carried thatthe Sunday license be granted to July 1, 1975 The Council then took up the continued matter of the Transportation Plan Study. Florida Properties represented by Attorney James Daniels made a presentation on justification and need for Laurel Avenue opening and improvement. Several other citizens, property owners and spokesmen were present to make presentations or engage in council discussion. Continuation of Regular Council Meeting April 28, 1975 MOVED by Bix supported by Anderson and carried that the Council recommend to the Planning Commission the street designations in Precinct 5 to be as follows: 1. Winnetka be designated as a north -south arterial from Highway 55 to Highway 12. 2. Laurel Avenue be designated as an east -west State Aid Route from Turners Crossroad to Winnetka with a possible diverter at Pennsylvania and Laurel.. 3. Western Avenue be designated as a State Aid Route from Winnetka to Jersey. 4. Jersey Avenue be designated as a State Aid Route from Western to Laurel. 5. Louisiana be designated as a State Aid Route from Laurel to Highway 12. 6. The Council sets criteria for phasing and street widths in their recommendation to the Planning Commission. MOVED by Hoover supported by Anderson and carried to amend the motion indi- cating designation of Jersey Avenue from Western to Glenwood as a State Aid Route. Councilmember Bix voted nay. Upon call by the Mayor for vote on the original motion as amended it was carried with all councilmembers voting aye. The Council requested that the matter of the Transportation Plan be on the agenda for May 5, 1975 at which time the Council will discuss setting an informal Public Hearing on the Council's recommendation to the Planning Commission. The Council took up the matter of the claim and court action filed by Kenneth Meyerdirk. MOVED by Bix supported by Anderson and carried, that the matter be referred to the City insurance carrier and the City Attorney with the further direction that the City Attorney send a letter to each defendant tendering the defense proposed in their capacity as officials and as individuals. The Council set the next meeting for 7:30 P.M., May 12, 1975 to further consider the Transportation Plan. The Council adjourned at 11:00 P.M.
