09-29-75 Special MeetingSPECIAL MEETING of the CITY COUNCIL September 29, 1975 Pursuant to due call and notice thereof, a special meeting of the City Council of the City of Golden Valley, Hennepin County, Minnesota was held at 7800 Golden Valley Road, in said City on September 29, 1975 at 700 p.m. Those present were: Anderson, Bix, Hoover, Swartz and Thorsen. Also present were Administrative Assistant, -.Jeff Sweet, Director of Administrative_. Services, John F. Murphy and City Clerk Mary H. Marske. Fire Chief - Re: Council Questions on Fire Response and Mutual Aid: Al Hanover, Golden Valley Fire Chief was present to respond to questions the council wanted clarified in regard to Mutual Aid calls and Fire Response time to weigh the necessity of additional firemen on a full-time basis. Police Negotiations: Jeff Sweet, Administrative Assistant, presented the Council with an update of the Police negotiations and requested input for the purpose of further negotia- tions. 1976 Budget Director of Administrative Services, John F. Murphy supplied the council with an itemized list of changes as the council requested at the last meeting at which the budget was discussed. MOVED by Anderson, seconded by Swartz and carried to add $1,036 to the human Rights budget to fund special program costs. MOVED by Anderson, seconded by Thorsen and carried to add $2,495 to the Public Health Nursing budget to cover additional per capita charges. MOVED by Thorsen, seconded by Swartz and carried to add $35,000 to the Land Purchase Contingency budget. MOVED by Thorsen, seconded by Swartz and carried to deduct $35,000 from the transfer to Public Works Improvement Fund. MOVED by Swartz, seconded by Anderson and carried to add $2,000 to Park & Recreation Commission budget to fund consultant costs re: Open Space - Nat- ural Area Management. MOVED by Anderson, seconded by Swartz and carried to add $14,360 to Fire Fighting budget to provide for employment of an additional fire inspector. MOVED by Swartz, seconded by Anderson and carried to add $5,000 to Fire Fighting budget to provide a station wagon. MOVED by Anderson, seconded by Thorsen and carried to add $1,000 to Fire Fighting for purchase of 10 sets of dress uniforms. 1 1 7 L_J Special Meeting of the City Council, September 29, 1975 MOVED by Thorsen, seconded by Swartz and carried to add $2,600 to Trails & Open Space Maintenance budget to fund purchase of a maintenance truck- ster. Councilmember Bix voted nay. MOVED by Anderson, seconded by Swartz and carried to add $7,500 to Tree Disease Control budget to fund a reimbursement program for tree removal on private properties as a matching fund program with the State of Minn- esota. MOVED by Swartz, seconded by thorsen and carried to add $2,000 to Teen Center budget for a pilot program of teen programs in neighborhood parks. MOVED by Thorsen, seconded by Swartz and carried to add $56,431 to Revenue Transfers In and deduct from Motor Vehicle License Fund budget to further direct the Director of Administrative Services to prepare a resolution for Council approval authorizing transfer of Surplus Funds from the Motor Vehicle License Fund. Councilmember Bix left at 7:40 p.m. Public Works Garage - Final Plans: Mr. Fred Poisson of Kilstofte and Associates presented the final plans and specifications for the remodeling of the Civic Center and construction of the Street Garage. MOVED by Anderson, seconded by Swartz and carried to authorize the City Clerk to advertise for bids on the construction of the Street Garage and remodeling of the Civic Center. Councilmember Thorsen voted nay. Detached Worker - Mini Bike Program Extension: Mr. Doug Freeman was present requesting an extension of the Y Mini -Bike program that was approved on a trail basis by the council earlier this year. MOVED by Swartz, seconded by Thorsen and carried to extend the pilot pro- gram through the end of October and place the item on the agenda for the October 20, 1975 meeting for an evaluation report and notify the neighbors that the matter will be discussed at that time. Highway 55 Pedestrian Bridge: City Engineer Lowell E. Odland was present to inform the council of the present status of the Highway 55 Pedestrian Bridge. MOVED by Anderson, seconded by Thorsen and carried to call a public hear- ing on the Pedestrian Bridge for November 17, 1975 and direct the City Clerk to place a Legal Notice in the North Hennepin Post. Interstate Study Committee: Councilmember Anderson reported on the developments of the Interstate Study Special Meeting of the City Council, September 29, 1975 Committee in order to draw a consensus opinion of the council to present to the committee.
