04-06-78 Special MeetingSpecial Meeting Of The City Council April 6, 1978 Pursuant to due call and notice thereof, a special meeting of the City Council of the City of Golden Valley, Hennepin County, Minnesota was held at 7800 Golden valley Road in said City on April 6, 1978 at 7:30 p.m. The following members were present: Anderson, Hoover, Johnson, Stockman and Thorsen. Also present were: Assistant City Manager, Jeff Sweet, City Engineer, Lowell Odland and Council Secretary, Kathy Middleton. Mayor Hoover stated this was a public hearing on the Valley Square Proposal. Mayor Hoover then read a memo directed to the City Council declaring this proposal a potential conflict of interest. MOVED by Thorsen, seconded by Stockman that all the Council participate in the process until we identify an area as such that we need to declare an abstension. After further discussion, motion was withdrawn. MOVED by Thorsen, seconded by Stockman and carried that the entire Council particpate in the discussion involved in the Valley Square Report except for the items that involve property that the Mayor has defined, however, we would like the Council to reserve final decision on each particular item if it feels that there are extenuating circumstances on that item. Mayor Hoover abstained from voting. Bob Levin, Chairperson Valley Square Commission, gave a brief presentation of the report. Mayor Hoover presented written letters received from Rhode Island Residents, Calvery Lutheran Church and the Safety Council expressing their opinions of the Valley Square Proposal. Mayor Hoover then opened the meeting for public input and persons present to do so were given the opportunity to express their opinions thereon. S.L. Glowka, 540 Rhode Island Avenue North - Asked for definition of Rhode Island Residents. Michael Dady, Attorney for Reiss' Greenhouse - Spoke on four items. 1) Estimated cost. 2) Proposed method of financing. 3) Wisconsin Avenue 4) Proposed extension and straightening of Golden Valley Road. Mrs. Pat Sorlien, 1001 Quebec Avenue - Stated not opposed to change but opposed to up -setting the lives of residents. Glen Rasmussen, 800 Rhode Island - Stated directly affected. Sopke on proposed high rise and traffic planning. 1 Special Meeting of the City Council - April 6, 1978 Evertt Frandsen, 855 Pennsylvania Ave. N. - Opposed. Concerned with traffic patterns. Mr. Gustafson, representing Golden Valley Country Club - Concerned with potential damage to fairway and tee. Gordon Johnson, representing Golden Valley Clinic - Supports the Attorney for Reiss' family report. Hennepin County Library, Golden Valley Branch - Head Librarian - Concerend with left turns on Winnetka Avenue. Molly Lyons, 1012 Quebec Ave. N. - Concerned with placement of new road. Questioned the desireability of Calvery Lutheran Church's need for more land for expansion. D.W. Hewitt, 7001 Olympia St. - Concerned with traffic on Olympia Street. Cliff Skjegstad, 6420 Golden Valley Road - Concerned with traffic on Golden Valley Road. Mrs. Klempster, 1006 Sumter Ave. - Concerend with 10th Avenue North. Mayor closed the public hearing. MOVED by Thorsen, seconded by Johnson and carried to refer the information received to the Valley Square Commission and ask them to review and comment on it and give us their final report by May 1, 1978.
