06-01-78 Special Meeting1 1 1 Special Meeting Of The City Council June 1, 1978 Pursuant to due call and notice thereof, a special meeting of the City Council of the City of Golden Valley, Hennepin County, Minnesota was held at 7800 Golden Valley Road, in said City on June 1, 1978 at 7:30 p.m. The following members were present: Anderson, Hoover, Johnson, Stockman and Thorsen. Also present were: City Manager, JE!ff Sweet; City Engineer, Lowell Odland and Council Secretary, Kathy Middleton. Councilmember Johnson arrived at 8:25 p.m. Mayor Hoover stated this was the work on the specifics on meeting of May 25, 1978. Items Ranked as #3 Priori Land -Use Items a special meeting called by the Council to continue the Valley Square Plan concept left over from the 113 MOVED by Anderson, seconded by Thorsen and carried to set a policy that the alignment of Golden Valley Road should be changed to speak to the concerns of safety on the bridge with the two curves west of the creek; but, that the specific alignment not be designated at this time; and, that the land north of Golden Valley Road be designated as high density residential P.U.D.; and, if there is land south of Golden Valley Road, once the road is aligned permanently, that be considered for commercial retail. Councilmember Johnson arrived at the meeting at 8:25 p.m. MOVED by Anderson, seconded by Stockman and carried to recommend to the Planning Commission that they change the area on the comprehensive plan map bounded by Winnetka on the west, Rhode Island on the wast, Highway 55 on the south and Country Club drive on the north from a mixture of limited, general and retail business to exclusively retail business. MOVED by Thorsen, seconded by Johnson and carried to change the land use designation for all the land between Rhode Island on the west, Skyline Villa Apartments on the east, Country Club Drive on the north and Highway #55 on the south, without an exception, to semi-public. Financing: City Manager discussed the different financing plans available to the city. MOVED by Thorsen, seconded by Johnson and carried that it is the Council's intent to finance the various projects included in the Valley Square Area by a combination of Tax Increment Financing, State Aid, Special Assessments, Housing and Community Development Grant Funds, Utility Funds and perhaps some limited use of general fund where specifically designated at the time by the Council. Special Meeting of the City Council - June 1, 1978 Traffic: MOVED by Johnson, seconded by Thorsen and carried to refer to Staff for their recommendations on Golden Valley Road West of Rhode Island to come back to the Council at their meeting of July 17, 1978. Items Ranked as #2 Priority Traffic Items: MOVED by Anderson, seconded by Johnson and carried to defer the decision of the fifth center turn lane on Winnetka north of Golden Valley Road to the meeting of July 17, 1978 at which time we will determine what additional it nili- and i nfnrmai-inn wa will nPPrl _ MOVED by Johnson, seconded by Anderson and carried to defer the decision of a turn lane on the south side of Winnetka from Highway #55 to Golden Valley Road until the meeting of July 17, 1978 at which time we would review this item and again consider what resources we would like to have, to include the Valley Square Commission as one of those resources. Land Use: MOVED by Anderson, seconded by Stockman and carried to recommend to the Planning Commission that they accept the changes in the comprehensive plan map for the property north of Golden Valley Road to the Bassett's Creek east of proposed Wisconsin to Winnetka from limited business to retail. MOVED by Stockman, seconded by Anderson and carried to preserve the property abutting Bassett Creek in the Valley Square Area and it shall be our intent to attempt to negotiate for an easement in any development which abutts the creek. Items Ranked as #1 Priori Land -Use: MOVED by Johnson, seconded by Anderson and carried to defer action of changing the land use designation for property located at the northeast corner of Boone Avenue and 7th Avenue from Industrial to Public until the meeting of July 17, 1978. MOVED by Anderson, seconded by Stockman and carried to recommend to the Planning Commission the change of theland use designation for property located at the Southeast corner of Boone Avenue and 7th Avenue from General Business to Retail. Facilities: MOVED by Anderson, seconded by Stockman and carried to defer the decision of construction of a Cultural Facilities Building/Community Auditorium within the Valley Square Area until the meeting of July 17, 1978. D 1 1 `7 , 0 Special Meeting of the City Council - June 1, 1978 Facilities con't: MOVED by Anderson, seconded by Thorsen and carried to defer the decision for construction of a nice sit-down restaurant within the Valley Square Area until we have had the opportunity to meet with the Valley Square Commission at some time after the life of the Commission has been extended. Aesthetics - MOVED by Anderson, seconded by Stockman and carried that we support a landscaping and tree planting program plan in the Valley Square Area. MOVED by Thorsen, seconded by Johnson and carried that we ask for recommendation from the extended Valley Square Commission for additional green area in the Valley Square Area that would include but not limited to green areas around linial parkways through Valley Square, easement along the creek, additional green areas incorporated into parking lots and the Civic Center. MOVED by Stockman, seconded by Thorsen and carried to support below ground utility wires. MOVED by Anderson, seconded by Johnson and carried to support the installation of decorative street lighting. MOVED by Stockman, seconded by Johnson and carried to support the installation of decorative street furniture. MOVED by Johnson, seconded by Stockman and carried to support the installation of service directory signs. Other Items: MOVED by Thorsen, seconded by Johnson and carried torefe r to the Planning Commission the items incorporated in separate motion for the purpose of having them review it with a report back to the Council by the Meeting of August 21, 1978.
