09-25-78 Special Meeting1 1 Special Meeting Of The City Council September 25, 1978 Pursuant to due call and notice thereof, a special meeting of the City Council of the City of Golden Valley, Hennepin County, Minnesota was held at 7800 Golden Valley Road in said City on September 25, 1978 at 7:30 P.M. The following persons were present: Anderson, Hoover, Johnson, Stockman and Thorsen. Also present were: City Manager, Jeff Sweet, Director of Admini- strative Services, John Murphy and Council Secretary, Kathy Middleton. Mayor Hoover opened the meeting for public input on the 1979 Budget and persons present to do so were given the opportunity to express their views thereon. Ron Haskvitz, Human Rights Commission member, presented a report on the Detach Worker and requested that the City Council fund this program again. Martin Dockman, Vice -Chair Human Rights Commission, gave a report on the Commissions' Consultants time and requested that the Council grant more time for the Consultant to spend with the Commission. Arlene Dockman, Human Rights Commission member, presented a report on the Day Care Program and the Youth Employment Services for the Council to consider funding again. Jerry McCabe, 1001 N. Tyrol Trail - Expressed concerns about the supervision and planning during the summer and fall recreation programs. MOVED by Anderson, seconded by Johnson and carried to request the Manager to pro- vide for us, before the final determination of the budget, a report from the Director of Park and Recreation on the kind of training and supervision given to our part time playground personnel leaders. Disease Tree Control - Reforestation: MOVED by Anderson, seconded by Thorsen and carried that this Council agrees with the Shade Tree Disease Control Budget as presented by the Manager. Equipment Replacement: MOVED by Johnson, seconded by Anderson and carried to reaffirm the minimum of $35,000 Equipment Fund the Manager has suggested for equipment replacement. MOVED by Thorsen, seconded by Stockman and carried to amend the minimum amount for the Equipment Fund to $50,000. Mayor Hoover voted nay. Councilmembers Anderson, Johnson voted nay. Motion fails. Reserve for Capital Improvement; Land Fund and Park Capital Outlay: MOVED by Thorsen, seconded by Johnson and carried to accept the minimum amount of $35,000 as proposed by the City Manager. 216 Special Meeting of the City Council - September 25, 1978 Budget Adjustment Indicated by Finance Director of $16,700: MOVED by Thorsen, seconded by Johnson and carried to accept the budget adjust- ment as indicated by the Finance Director of $16,700. Youth Employment Service: MOVED by Johnson to include this in the budget for a total figure of $23,045 deleting the remodeling amount. Motion fails no second. MOVED by Anderson, seconded by Thorsen and carried to request the Manager to bring back to us on Thursday, September 28th a report on alternatives for funding the Youth Employment Service. Child Care: MOVED by Johnson, seconded by Thorsen and carried to support the $2,000 for Day Care. Councilmember Anderson voted nay. Environmental Commission: MOVED by Thorsen, seconded by Johnson and carried to ask the Mayor to send a letter to the Environmental Commission informing them that the Council denies a specific budgetary request for that amount since it can be taken from the general contingency account. Human Riqhts Commission - Additional time for Consultant: MOVED by Thorsen, seconded by Anderson and carried to deny the request for additional funds for the Human Rights Commission Consultant.
