City Council September 28, 1978
An adjourned meeting of the City Council of the City of Golden Valley, Hennepin
County, Minnesota was held in said city at 7800 Golden Valley Road pursuant to
notice given at the meeting of September 25, 1978.
The following members were present: Anderson, Hoover, Johnson, Stockman and
Thorsen. Also present was City Manager, Jeff Sweet.
Youth Employment Service:
MOVED by Anderson, seconded by Johnson and carried to add $17,269 to the Property
Tax Levy to fund the Youth Employment Service. Said expenditures being divided
according to the memo submitted by the City Manager.
Councilmember Stockman noted nay.
Reserve Fund Amendments:
MOVED by Johnson, seconded by Anderson and carried to add $21,667 to the Equipment
Reserve Fund.
MOVED by Thorsen, seconded by Stockman to amend the motion to add $50,000 to the
Building Reserve Fund; $50,000 to the Land Fund; $35,000 to the Park Improvement
Fund; and $50,000 to the Long Range Improvement Fund.
Councilmember Thorsen voted aye. Mayor Hoover voted nay and Councilmember Anderson,
Johnson and Stockman voted nay. Motion failed.
Program Evaluation:
MOVED by Anderson, seconded by Johnson and carried to request the Staff to pre-
pare a memo on the evaluation effectiveness of the Human Services including
those that are in the Park and Recreational Program and to return it to the
Council by December 1, 1978.
Request to Utilize a City Car for Attendance at Acadamy:
MOVED by Anderson, seconded by Stockman and carried that the request to utilize
a city car at the FBI Acadamy by Jim Zelinsky as recommended by the City Manager
be approved.
Councilmember Thorsen voted nay.
uest to Reconsider Council Policy on Personnel Grievances:
City Manager reviewed a letter from a City Employee requesting the Council review
of a personnel decision by the City Manager.
MOVED by Thorsen, seconded by Johnson and carried to reaffirm the Council's policy
on personnel grievances as stipulated in Section 6.1 of the Personnel Resolution.
