02-05-79 City Council MinutesW Regular Meeting Of The City Council February 5, 1979 Pursuant to due call and notice.thereof, a regular meeting of the City Council of the City of Golden Valley, Hennepin County, Minnesota was held at 7800 Golden Valley Road in said City on February 5, 1979 at 6:35 P.M. The following members were.present: Anderson., Hoover, Johnson, Stockman and Thorsen. Also present were: City Manager, Jeff Sweet; City.Attorney, Robert:, Skare; Assistant City Engineer, Tom Snetsinger and Council Secretary, Sue Ann Oman. Approval of Minutes of January 15f 1979 MOVED by Thorsen, seconded by Stockman and carried to approve the minutes of January 15, 1979 as submitted. Bills and Claims MOVED by Johnson, seconded by Thorsen and -carried to receive and refer to our attorney the summons from Jon R. and Sheila Horkey. Councilmember Stockman asked the opinion of the Council of having.an Executive Session on the Horkey case. The Attorney thought that we could -have an Executive Session on this particular case, discuss these types of cases at the table tonight or wait until the Supreme Court decision is made and then more guidelines could be included. MOVED by Stockman, seconded by Anderson and carried to bring this back to the Council the first meeting in May with a Staff recommendation. MOVED by Stockman, seconded by Johnson and carried to receive and refer.the claim from Stanley R. and Barbara B. Stone to our attorney and insurance company. MOVED by Johnson, seconded by Thorsen.and carried.to approve the payment of the bills as submitted on the check register. Approval of the Licenses MOVED by Thorsen, seconded by Johnson and carried to approve the issuance of the licenses. Liquor Violations MOVED by Anderson, seconded by Johnson and carried to put Golden Hills and.Golden V liquor violations on the February 20, 1979 agenda under Mayor & Council Items and that proper notification be given to the owners,, MOVED by Anderson, seconded by Johnson and carried to receive and file the memo from the Director of Public Safety relating to the Golden V Liquor Store history. Elks Club Mr. Ringsrud of the Elks Club was present to answer questions of the Council. MOVED by Thorsen, seconded by Johnson and carried.to defer this item until February 20, 1979 so our Staff can do the name checks and bring back to us W, Regular Meeting of the City Council - February 5 , 1979 the results of those along with the documentation as far as the type of member- ship and the new contract with the lessee. Dover Hill Review Report Jay Pearson, Dover Hill Review Team, was present to answer any questions of the Council. MOVED by Johnson, seconded by Stockman and carried to receive and file the Dover Hill Review Report. MOVED by Johnson, seconded by Stockman and carried that Councilmember Anderson will pursue.the information relative to the transportation. MOVED by Johnson, seconded by Stockman and carried to request the Dover Hill Review Team and/or Human Rights Commission to pursue the transportation data- indicating ataindicating the number of people who would possibly use bus service on the week- ends as information to work with the bus companies. Environmental Commission - Energy Program MOVED by Anderson, seconded by Johnson and carried to receive and refer to Staff for their comment the energy program proposed by the Environmental Commission and we taken request the Mayor to and thank them for presenting communicate to the Commission the action we have the proposal to us. Park & Recreation Commission — Recommendations Burt Brown, Chair of the Park & Recreation Commission, was present to.explain the recommendation further and answer any questions of the Council. MOVED by Anderson, seconded by Johnson and carried to accept the recommendation for reservation fees for Brookview Tennis Courts and transfer $750.00 from Contingency to the Tennis Budget for initial purchase of tennis supplies for sale. MOVED by Johnson, seconded by Thorsen and carried to request the Park & Recreation Commission meet with the Dover Hill Review Team to share common concerns and information. MOVED by Anderson, seconded by Johnson and carried to receive the report from Mr. Brown, Chair of the Park & Recreation Commission. Public Safety Awards The following Public Safety Awards were given: Field Training Of Program - Office Commendation to: Sgt. Dennis Heyda, Officer Roger Johnson, Officer Dean Monney, and Officer Dennis Smith. Blue Max Award: Officer David Stohl, Officer Marvin Doeden, Officer Roger Johnson, Officer Randal Ebert and Sgt. Sullivan. Officer David Stohl was given a commendation for his fine efforts regarding inves-tigations of a buglary. Minutes of Human Rights Commission - Jan. 11, 1979 MOVED by Johnson, seconded by Thorsen and carried to receive and file the January 11, 1979 minutes of the Human Rights Commission and request the Mayor to communicate with the Human Rights Commission and reiterate our policy on communicating with outside agencies and groups. Northwest Hennepin Human Services Council - Contribution MOVED by Anderson, seconded by Johnson and carried to authorize the transfer of $640.00 from General Contingency to City Council Budget to cover our responsibilities for Northwest Human Services. MOVED by Thorsen; seconded by Johnson and carried to ask the Staff to supply of information on the items referred to on page 165 of the Planning Commission minutes to the Planning Commission and request the Mayor to follow up with a MOVED by Thorsen, seconded by Stockman note on anything further they want of the Council should be specifically requested in a letter rather than in their minutes. Ordinance Changes MOVED by Johnson, seconded by Stockman and carried to bring the Nude_ Sunbathing, Shoplifting, Liquor Ordinance, Building Code Amendments and Parking Ordinance to the table for first reading at the February 20, 1979°Council Meeting, Appointment of City Veterinarian MOVED by Johnson, seconded by Stockman and carried to concur with the recommendation of the Director of'Public Safety and appoint Dr. Gary Gibbons as the City Veterinarian. Call Public Hearing - Easement Vacation, D. Gonyea, Lot 3, Busch's Meadow Acres - PH March 5, 1979 MOVED by Johnson, seconded by Anderson and carried.to call a public hearing for March 5, 1979. Motion Needed to Carry Forward the Balance of the Capital Expenditure Contingency MOVED by Thorsen, seconded by Johnson and carried to re -appropriate to the 1979 Budget the balance of the 1978 Budget for the Capital Expenditure Contingency ($125,000). Annual Legislative Conference Councilmember Johnson asked the Council if they had received this invitation and shared her invitation with those who wanted to attend. Regular Meeting of the City Council - February 5, 1979 Appointment to Safety Council MOVED by Anderson, seconded by Johnson and carried to appoint Ken Garfield to the Safety Council for a three-year term. Reorganization of Commissions The Council at the February 20, 1979 Council Meeting will have a draft of the ordinance change from the Councilmembers and the report from the Mayor regarding the interview process and the time table for reorganization.
