04-30-79 Special Meeting77 Special Meeting Of The City Council April 30, 1979 Pursuant to due call and notice thereof, a special meeting of the City Council of the City of Golden Valley, Hennepin County, Minnesota was held at the Civic Center in said City on April 30, 1979 at 7:30 p.m. The following members were present: Anderson, Hoover, Johnson, Stockman and Thorsen. Also present were: City Manager, Jeff Sweet; City Engineer, Lowell Odland and Council Secretary, Sue Ann Oman. Public Hearing - DeCloa Ponds Mayor Hoover opened the meeting for public input and persons present to do so were afforded the opportunity to express their views thereon. Gary Grossman introduced Jim Cradit who would be representing the homeowners who live in DeCola Wildwood Estates area. Jim Cradit, 2000 Kelly Drive North, gave an oral and written presentation to the Council which listed number of proposals which were acceptable to the residents. Bob Wilson, 19+5 Kelly Drive, explained how the damage figures were arrived at. Harold Schiller, 7445 Winnetka Heights Drive, spoke in favor of the proposal of the residents. Peter Beckman, 1940 Kelly Drive, spoke in favor of the proposal of the residents. Walker Johnston, 2015 Kelly Drive, expressed his concerns regarding a solution --that would cause minimal effect on the residents. Katie Anderson, 1925 Maryland, expressed her concerns regarding the lowering of the ponds. Mrs. Robert Wilson, 1910 Pennsylvania, spoke in favor of the proposal of the residents. Mayor Hoover closed the public hearing. MOVED by Anderson, seconded by Johnson and carried to refer to Staff and request that Staff meet with Mr. Johnson and a small group of residents to explore other alternatives and to study the cost and effect of the following two recommendations of the residents: - enlarge holding capacity by removing a portion of land between ponds "B" and "C11. change or control by gate the water flow into pond "F" by closing the inlet from the Industrial Park and rerouting with pipe to Honeywell pond on Douglas Drive. We would also recommend the enlarging of the holding capacity of Honeywell holding pond.
