Regular Meeting
Of The
City Council July 16, 1979
Pursuant to due call and notice thereof, a regular meeting of the City. Council of
the City of.Golden Valley, Hennepin County, Minnesota was held at 7800 Golden
Valley Road in said City on July 16, 1979 at 6:30 p.m.
The following members were present: Anderson, Hoover, Stockman and Thorsen.
Also present were: City.Mgr,,,, Jeff Sweet; Attorney, Allen Barnard; Engineer,
Lowell Odland and Secretary, Sue Ann Oman.
Member Johnson was absent.
Approval of Minutes of July 2, 1979
MOVED by Anderson, seconded by Stockman and carried to approve the minutes of
July 2, 1979 as amended:
Under Policy and Budget Decisions - NewHope/Golden Valley Dispatching
change "$4,648"'`to "$4,6$"' -
Bills and Claims
MOVED by Anderson; seconded by Thorsen and carried to approve the payment of the
bills as submitted on the check register.
Robert Wilson and Janet Wilson vs. City of Golden Valley, George Anderson and
Kathering Anderson vs. Gordon C. Johnson and City of Golden Valley and Leo Fossum
and Elizabeth Fossum vs. City of Golden Valle
MOVED by Anderson, seconded.by.Stockman and carried to receive and refer the claims
to the City Attorney.
Licenses
MOVED by Stockman, seconded by Thorsen andcarriedto approve the issuance of the
license to Ernst Machinery & House Movers.
Minutes of Housing and Redevelopment Authority
MOVED by Thorsen, seconded by Stockman and carried to receive and file the minutes
of June 11, June 18 and July 2, 1979 of the Housing and Redevelopment Authority.
Nortroni cs Re Temporary Trailer
MOVED by Anderson, seconded by Thorsen and carried to approve the request to
place temporary trailers on the Nortronics easement as indicated on the site plan
for a maximun date of April 1, 1980.'
Joel H. Nelson Re Gray's Texaco Service
MOVED by Anderson, seconded by Thorsen and carried to receive and file the letter
from Joel H. Nelson dated June 29, 1979 and request the Nayor to respond.

Member Anderson introduced and read the written resolution and moved its adoption:

The motion for the adoption of the foregoing resolution was duly seconded by
Member Thorsen and upon vote being taken thereon, the following members voted in
favor thereof: Anderson, Hoover, Stockman and Thorsen adn the following voted
against the same: none, whereupon said resolution was delcared duly passed and
adopted, signed by the Mayor and his signature attested by the City Clerk. See

Fire Department Relief Association Report Re Tax Levy
MOVED by Stockman, seconded by Thorsen and carried to receive and file the report
regarding tax levy from the Fire Department Relief Association.
Public Improvement Agreement between City and HRA for Valley Square Improvements
MOVED by Anderson, seconded by Thorsen and Carried to authorize the Mayor and
Manager to enter into the agreement with the HRA for the Va11ey Square Improvements.
Report on Status Re Negotiations with District 275
MOVED by Stockman, to advise the School Board that the City is withdrawing from
any consideration of the school as a Community Center.
Lack of second, motion dies.
No action taken.
Quotations - Electrical Wiring - Maintenance Shop -
MOVED by Thorsen, seconded by Anderson and carried to.award the quote to West
Electric company, the low quotation in the amount of $1,500.00.

Supplemental Appropriation - LMC Dues
MOVED by Anderson, seconded by Thorsen and carried to transfer $720.00 from
General Contingency to Mayor and Council Budget to cover the increase in the
annual dues.

Bid Award - 79 LF 2, 79 WM 2, 79 SS 2
MOVED by Anderson, seconded by Stockman -and carried to award the bid to Northdale
Construction, the low bidder, in the amount of $415,845.50.
Community Education and Services Re Day Care Funding
MOVED by Stockman, seconded by Thorsen and carried to direct staff to pay that
portion of the bill which is legitimately billed and refer to the Human Rights
Commission for comments as to the effectiveness of the program for consideration
for the 1980 budget.
Council Procedures - 1980 Budget
MOVED by Anders.on, seconded by Thorsen to schedule a Council Worksession for the
purposes of discussing the Long Range Improvement Program and Budget Philosophy
for August 13, 1979 from 7:30 to 10:00 p.m.
Public Hearing - Highway #12 Moratorium
The City Manager gave a presentation,on the history of action taken on T.H. #12.
Mayor Hoover opened the meeting for publicinputand persons present to do so were
afforded the opportunity to express their views thereon°

MOVED by Thorsen, seconded by Thorsen and "carried to direct the Staff,_to_come:back
to the Council with a recommendation for a more rextrictive area to be covered by
the moratorium, particularly east of Highway #100.
,PVED bu Anderson, seconded by Thorsen and carried to direct the Manager to contact
St. Louis Park and attempt to work out to the greatest degree possible an agreement
which would limit construction in areas that are of concern to Golden Valley along
Highway #12.
Public Hearing - 79 SC 1
Mayor Hoover opened the meeting for public input and persons present to do so
were afforded the opportunity to express their views thereon.
There were no persons present to express their views thereon.
Mayor Hoover closed the public hearing.

Waiver of Public Hearing- 7105 Medicine Lake Road
MOVED by Anderson, seconded by Sotckman and carried to approve the waiver'of public
hearing on 7105 Medicine Lake Raod.
Brookview Study Committee - Request for Clarification of Charge
MOVED by Anderson, seconded by Thorsen and carried to answer the questions posed
from the Brookview Study Committee by communicating to them the agreed upon
statements prepared by Member Thorsen in;iresponse to those questions.
PUD Moderate Income Housing Policy
MOVED by Thorsen, seconded by Anderson and carried to request the Mayor to send
a letter to the Planning Commission expressing our concern on modest cost housing
and PUDS, using Member Anderson's memo-as_abasis for the letter.
N.prth Suburban Transportation Committee Resolution
MOVED by Thorsen, seconded by Stockman and carried to authorize the Mayor to send
a general statement to the legislators, MTC and Metro Council supporting continued
investigation and implementation of transit alternatives.
Comprehensive Plan Re Jeff Christenson's Memo - Clary Anderson
No action taken.
Sue Eastes Re Planning Commission
MOVED by Anderson, seconded by Thorsen and carried to have a joint .meeting with
the Planning Commission on July'31, from 7:00 to 9:00 p.m. for the purpose of
discussing their letter to the Council, T.H. #12 Moratorium, and any furhter
topics they would be interested in duscussing.
