City Council
March 11, 1980
Pursuant to due call and notice thereof, a special meeting of the City Council of
the City of Golden Valley, Hennepin County, Minnesota was held at 7800 Golden Valley
Road in said City on March 11, 1980 at 4:30 P.M.
The following members were present: Anderson, Johnson, Mitchell, Stockman and Thorsen.
Also present were: City Manager, Jeff Sweet, City Engineer, Lowell Odland and
Secretary Terri Schroetke.
Capital Improvements Program
MOVED by Mitchell. seconded by Johnson and carried to request staff to complete the
necessary revenue estimates on the south fork storm sewer study with suggestions for
revenue that would cover the cost and also a recommended time schedule.
MOVED by Anderson, seconded by Johnson and carried to authorize the transfer of
$35,000 from the Building Fund to Public Land Fund.
MOVED by Anderson, seconded by Johnson and carried to increase Estimated Revenue by
$15,000 by adding $15,000 from General Fund to Building Fund for 1981, for a total of
$115,000.00.
Member Johnson introduced and read the following resolution and moved its adoption:

Capital Improvements Program

The motion for the adoption of the foregoing resolution was seconded by Member Anderson
and upon vote being taken thereon, the following members voted in favor thereof:
Anderson, Johnson, Mitchell, Stockman and Thorsen and the following voted against the
same: none, whereupon said resolution was declared duly passed and adopted, signed by
the Mayor and her signature attested by the Clerk. See Resolution Book Page
MOVED by Anderson, seconded by Mitchell and carried to authorize the transfer of
$120,000 to Building Fund, $35,000 to Public Land Fund, $35,000 to Park Capital
Improvements and $35,000 to Equipment Replacement Fund from Capital Expenditure
Reserve as specified in the Capital Improvements Program.
Public Works Storage Disposal Site
MOVED by Anderson, seconded by Mitchell and carried to authorize the acquisition of
the public works storage disposal site for the amount of $400,000.
MOVED by Johnson, seconded by Anderson and carried to authorize the transfer of
$200,000 from Pubic Land Fund to Public Works Reserve.
MOVED by Johnson, seconded by Stockman and carried to authorize the transfer of
$400,000 from Public Works Reserve to Public Work Site Acquisition to cover the
cost of land acquisition for public works storage disposal site.

Public Hearing Guidelines
MOVED by Johnson, seconded by Anderson and carried to approve the public hearing
guidaliiass= as submitted, directing the Council Secretary to place the guidelines
on future agendas, beginning with the first meeting in April.
Consent Agenda
KoVflD by Johnson, seconded by Anderson and carried to proceed with the consent
agenda beginning with the first meeting in April, and to place the evaluation of
the consent agenda on the agenda for the first meeting in August.
