09-08-80 Special Meeting153 Special Meeting Of The City Council September 8, 1980 Pursuant to due call and notice thereof, a special meeting of the City Council of the City of Golden Valley, Hennepin County, Minnesota was held at 7800 Golden Valley Road, in the lower level of the Public Safety Building in said City on September 8, 1980 at 6:30 P.M. The following members were present: Anderson, Johnson, Mitchell, Stockman and Thorsen. Also present were: City Manager, Jeff Sweet, Assistant City Attorney, Allen Barnard, Engineer, Lowell Odland and Secretary, Terri Schroetke. The Mayor announced that the purpose of this special meeting was to conduct a public hearing for the consideration of general plan approval of Calvary Square Apartments - PUD #26 and announced the procedure to be used for the public hearing. Clyde McCarty, President, Calvary Community Services - presented a summarized history of the project. Jay Hansen, Miller, Hansen, Westerbeck, Bell Architects, Inc. - Presented the design of the proposed apartment complex. Wilt Berger, Miller, Hansen, Westerbeck, Bell Architects, Inc. - Spoke to the issue of fire safety. Sue Eastes, Chairman of the Planning Commission - Presented the Planning Commission's recommendation for denial of PUD #26 based on staff reports, density, and parking. The Council and Planning Commission then discussed the following: (1) Visitor parking; (2) Human Rights - private patio areas for some and not for others and also that the name "Calvary" may be discriminatory because of its Christian connotation; (3) Land use. Mayor Thorsen opened the meeting for public input and persons present to do so were afforded the opportunity to express their views thereon. Al Anderson, 125 Meadow Lane, Member of Calvary Church and Calvary Property Committee - Stated that there is ample parking at Calvary during the week and the only time the parking lot is full is on Sundays from 9:00 a.m. to 12:00 noon. Brent Sorlein, 1001 Quebec North - Opposed to portion of project that is 11 stories high, expressed concern about fire safety, tornadoes and energy efficiency. Dayton Soby, 10 Hanley Road, President of Calvary Church - Spoke to the issue of land use and the legality of denying the Church the right to build. Pat Sorlein, 1001 Quebec North - Suggested the name Calvary Square be changed to "Valley Square Apartments", expressed concern about ample parking, traffic, height of building, opposed to project. Pastor Olson, Calvary Church - Spoke to parking issue and discrimination Ivan Morin, 7813 Knoll - Wants to stay in Golden Valley and if this project is denied, she will have to move. 154 Special Meeting of the City Council - September 8, 1980 Maynard Nelson - 7320 Half Moon Drive, Senior Pastor, Calvary Church - Thanked the Council for their leadership in the community. Al Hutche, President of Senior Citizens Club of Calvary Church - Spoke in favor of project. Brent Sorlein - stated he did not object to the 7 -story portion of the building that was being considered for approval at this meeting. Dennis Jackson, 6745 Country Club Drive - In favor of project, disappointed that the Planning Commission is not in support. Pat Sorlein - wanted to clarify that she was opposed to the entire project. Mayor Thorsen closed the public hearing. MOVED by Mitchell, seconded by Anderson and carried to give general plan approval to PUD #26 subject to resolution of the parking issue, by the normal procedures prescribed in City ordinance, and subject to compliance with requirements of code and staff reports on record, and subject to development of an approved management plan as part of the PUD permit. Upon roll call vote, the vote was as follows: ANDERSON - YES JOHNSON - YES MITCHELL - YES STOCKMAN - YES THORSEN - YES Council Budget Workshop The 1981 budget was discussed by the Council.
