07-14-81 Special MeetingSpecial Meeting of the City Council July 14, 1981 Pursuant to due call and notice thereof, a special meeting of the City Council of the City of Golden Valley, Hennepin County, Minnesota was held at 7800 Golden Valley Road in said City on July 14, 1981 at 4:36 P.M. The following members were present: Anderson, Mitchell, Stockman and Thorsen. Member Johnson was absent. 1980 Bill for Police Consulting Services MOVED by Stockman, seconded by Mitchell and carried to reappropriate $5,000 from the 1980 Public Safety Administration Budget to the 1981 Budget for professional services to Program 300 Public Safety Administration. 1981 Brookview Budget Chuck Corlett, Acting Golf Operations Manager, and John Murphy, Finance Director were present to answer questions., MOVED by Stockman, seconded by Anderson and carried to approve the 1981 budget as submitted. MOVED by Anderson, seconded by Stockman and carried to loan the Brookview Enterprise fund $50,000 from Utility Reserve Fund at 10% interest for a five-year period, be- ginning 1981 to fund temporarily the negative balance and special audit expense. Fixed Asset System The Finance Director reviewed with the Council his proposal to implement the fixed asset system, stating the system would be in place for the 1981 audit. MOVED by Anderson, seconded by Stockman and carried to appropriate $12,300 from Contingency to program 105, Data Processing and to authorize purchase of two high-speed terminals necessary to implement fixed asset system based.upon the price schedule obtained by LOGIS. League of Women Voters Budget Report Virginia Levy was present to review the tabulation of the budget service questionnaire. The Council expressed its appreciation to the League for its work. Recess A recess was called at 6:30 for the HRA Meeting. The meeting was reconvened at 9:00 P.M. 1982 Budget Guidelines The City Manager distributed a memo indicating the preliminary computation of the 1982 levy limit and discussed with the Council his assumptions for preparation of the 1982 budget. 1 Special Meeting of the City Council Dispatch Alternatives July 14, 1981 The City Manager informed the Council that the City of Robbinsdale has declined to participate in the joint dispatch center and that the staff will be presenting a recommendation for upgrading the dispatching equipment currently.used in the joint New Hope/Golden Valley dispatching center. Storm Sewer Program The City Manager distributed a.list of decisions yet to be made on the storm sewer program. This item will be placed on the July 21 Council agenda to set a special meeting. Personnel Changes The City Manager reviewed with the Council the resume of the new Go.lf Operations Manager. The Manager also indicated that the Council Secretary and the City Manager's Secretary will be returning from leave of. absence. Sue Ann Oman, former City Manager's Secretary will be returning on a three day per week basis. The City Manager indicated that he would propose staffing of the Manager's office with two full-time people and Sue Oman taking care of personnel work three days per week. The Council requested that the City Manager submit in written form a staffing pattern for the Manager's Office, Evaluation Program MOVED by Mitchell, seconded by Stockman and carried to authorize the hiring of Personnel Decisions, Inc. to provide a training program on evaluation in an amount not to exceed $1,418.00, as outlined in its letter of June 23, 1981 to the City Manager.
