January 19, 1982
Pursuant to due call and notice thereof, a regular meeting of the City Council
of the City of Golden Valley, Hennepin County, Minnesota was held at 7800 Golden
Valley Road in said City on January 19, 1982 at 6:30 PM.
The following members were present: Anderson, Johnson, Mitchell, Stockman and
Thorsen. Also present were: City Manager, Jeff Sweet; City Engineer, Lowell
Odland; Assistant City Attorney, Allen Barnard; and Deputy City Clerk, Judy
Nally.
Approval of Minutes - January 5, 1982
MOVED by Johnson, seconded by Mitchell and motion carried unanimously to approve
the minutes of the City Council meeting of January 5, 1982, as submitted.
Approval of Agenda
MOVED by Mitchell, seconded by Stockman and motion carried unanimously to approve
the agenda of January 19, 1982, as amended:
Addition of Item 6E: Set Date for Board of Review
Addition of Item 6F: Set Meeting Date with Community Center Solicitation
Executive Committee
Removal from Consent Agenda of Item 5D: Brookview Budget
Removal from Consent Agenda of Item 5E: Response to State Aid Reduction

MOVED by Johnson, seconded by Mitchell and motion carried unanimously to approve
the items on the consent agenda, indicated by an asterisk N, except 5D and 5E.

MOVED by Johnson, seconded by Mitchell and motion carried unanimously to authorize
payment of the bills as submitted.
*Licenses
MOVED by Johnson, seconded by Mitchell and motion carried unanimously to authorize
the issuance of licenses #7287 to #7294. Council Member Stockman abstained from
voting on license #7289, stating potential conflict of interest. Mayor Thorsen
abstained from voting on license #7294 stating potential conflict of interest.
*Solicitor's License - White Way Cleaners
MOVED by Johnson, seconded by Mitchell and motion carried unanimously to approve
the solicitor's license for White Way Cleaners.

and file the minutes received as follows:

Public Hearing - RSL 125 - Independence Avenue
Lowell Odland presented the project.
The Mayor opened the meeting for public input and persons present to do so were
afforded the opportunity to express their views thereon.
Dale Campbell - 1904 Independence Avenue North - He had questions regarding the
yearly assessment and cost of installation for the actual street light.
The Mayor closed the public hearing.
Member Anderson introduced and read the following resolution and moved its
adoption:
RESOLUTION ORDERING CONSTRUCTION OF
CERTAIN PROPOSED PUBLIC IMPROVEMENTS

The motion for the adoption of the foregoing resolution was seconded by Member
Johnson and upon a vote being taken thereon, the following voted in favor
thereof: Anderson, Johnson, Mitchell, Stockman and Thorsen, and the following
voted against the same: none, whereupon said resolution was declared duly
passed and adopted, signed by the Mayor and her signature attested by the Deputy
City Clerk. See Resolution Book Page 219.
Public Hearing - RSL 126 - Westchester Circle
Lowell Odland presented the project.
The Mayor opened the meeting for public input and persons present to do so were
afforded the opportunity to express their views thereon.
Helen Portmann - 6494 Westchester Circle - She is in favor of the street lights,
but objects to the light being placed in the middle of the lot and would like it
moved closer to the lot line.
John Twomey - 6469 Westchester Circle - He had questions relative to the underground
wiring.

Eddie Stewart - 6415 Westchester Circle - She is opposed to the installation of
street lights because she feels the lights that most of her neighbors already
have will be enough.
Mary Sundby - 6453 Westchester Circle - She is in favor of the installation of
lights because they have alot of problems with teenagers parking on the street,
partying and broken glass in the street.
Virginia Ginsberg - 6461 Westchester Circle - She is in favor of the installation
of the lights because it will cut down on vandalism and speeding.
The Mayor closed the public hearing.
Member Stockman introduced and read the following resolution and moved its
adoption:

Public Hearing - First Reading - False Alarm Ordinance
MOVED by Johnson, seconded by Mitchell and motion carried unanimously to bring
on the table for first reading the ordinance amendment entitled:
AN ORDINANCE AMENDING THE CITY CODE
(The Alarm Ordinance)
The Mayor opened the meeting for public input and persons present to do so were
afforded the opportunity to express their views thereon.
Helen Portmann - 6494 Westchester Circle - She stated that while away from her
home on vacation the alarm went off several times and she was never notified
that there was a malfunction in the alarm.
The Mayor closed the public hearing.
MOVED by Mitchell, seconded by Stockman and motion carried unanimously to
approve on first reading the ordinance amendment herein quoted by title, with
the following amendments to be included in the ordinance for second reading on
February 2, 1982:
1. Section 585:30, Subd. 2. Add
that a person who wishes
to
appeal the
Director's decision on whether
a fine should be payed
will
have the
opportunity to further appeal
to the City Manager and
that
the City Manager
has the final determination as
to the fee.
2. Section 585:40, Subd. 1. More clearly define the delinquent fees.

Public Hearing - First Reading - False Alarm Ordinance - Continued
3. In the letter which will be sent to all alarm users explaining the new
ordinance, include the number of false alarms which have already been
recorded during the testing period.
4. More clearly define who is responsible for payment of user fees if the
homeowner uses a alarm service.
Public Hearing - First Reading - Wine License Ordinance

on the table for first reading the ordinance amendment entitled:

The Mayor opened the meeting for public input and persons present to do so were
afforded the opportunity to express their views thereon. Hearing or seeing no
one, the Mayor closed the public hearing.
MOVED by Anderson, seconded by Mitchell and motion carried unanimously to
approve on first reading the ordinance amendment herein quoted by title.
Public Hearing - Second Reading - Water and Sewer Service Rates
MOVED by Mitchell, seconded by Johnson and motion carried unanimously to bring
on the table for second reading the ordinance amendment entitled:
AN ORDINANCE AMENDING THE CITY CODE
(Water and Sewer Service Rates)
The Mayor opened the meeting for public input and persons present to do so were
afforded the opportunity to express their views thereon. Hearing or seeing no
one, the Mayor closed the public hearing.
MOVED by Mitchell, seconded by Johnson and motion carried unanimously to
approve on second reading the ordinance amendment herein quoted by title.
Public Item - Removal of Stop Signs on Laurel Avenue at Sumter Avenue
Lowell Odland reviewed the reasons behind removal of the stop sign, and answered
questions from the Council.
The Mayor opened the meeting for public input and persons present to do so were
afforded the opportunity to express their views thereon.
Len Brown - 611 Sumter Avenue - He is opposed to removing the stop signs because
of heavy traffic.
Terry Brener - 500 Sumter Avenue - He is opposed to removing the stop signs
because he is concerned for the safety of children in the area.
The Mayor closed the public hearing.
MOVED by Anderson, seconded by Stockman and motion carried unanimously to
authorize the staff to remove the stop signs on Laurel Avenue at Sumter Avenue.

Public Item - Removal of Stop Signs on Laurel Avenue at Sumter Avenue - Continued
MOVED by Anderson, seconded by Mitchell and motion carried unanimously to request
the staff to bring back some cost figures for sidewalk and suggested location
along Laurel Avenue, between Winnetka Avenue and Rhode Island Avenue.
MOVED by Johnson, seconded by Stockman and motion carried unanimously to designate
Laurel Avenue as a through street.
*Transfer from Salary Contingency to Payroll Benefits Fund
MOVED by Johnson, seconded by Mitchell and motion carried unanimously to authorize
a transfer of $1,905 from the Salary Contingency to the following accounts:
$1,000 to 01-4110-338-22, $590 to 01-4110-650-68 and $315 to 01-4110-300-21.
Conveyance of Tax -Forfeited Lands
Member Johnson introduced and read the following resolution and moved its
adoption:
RESOLUTION FOR TAX -FORFEITED PROPERTY SALE
The motion for the adoption of the foregoing resolution was seconded by Member
Mitchell and upon a vote being taken thereon, the following voted in favor
thereof: Anderson, Johnson, Mitchell, Stockman and Thorsen, and the following
voted against the same: none, whereupon said resolution was declared duly passed
and adopted, signed by the Mayor and her signature attested by the Deputy City
Clerk. See Resolution Book Page 221.
*Settlement of Lawsuit with Concrete Curb, Inc.
MOVED by Johnson, seconded by Mitchell and motion carried unanimously that the
Council authorize a settlement of the lawsuit with Concrete Curb, Inc. for an
amount of $1,500. The settlement will come from the State Aid Road Account.
Remodeling of Public Safety Building - Bids
Jim Crawford - Public Safety Director and Jim Horne - Architect - were present
and answered questions from the Council.
MOVED by Stockman, seconded by Johnson and motion carried unanimously to
authorize acceptance of the low bid from Earl Weilke & Sons with the alternatives.
The bids are attached and made a part of the minutes as Exhibit A.
MOVED by Anderson, seconded by Johnson and motion carried unanimously to
authorize the staff to prepare for issuance a certificate of indebtedness for
the emergency generators.
Electronic Subsystems for Communication Center - Bids
Dean Mooney - Deputy Director and Tom Cooley - Michaud -Cooley - were present and
answered questions from the Council.

Electronic Subsystems for Communication Center - Bids - Continued
MOVED by Anderson, seconded by Stockman and motion carried unanimously to
authorize acceptance of the low bid from Com Center in the amount of $56,115.00
for Base Bid 1, authorize acceptance of the low bid from General Communications,
Inc. in the amount of $38,809.16 for Base Bid II, III, IV and authorize $4,000
for a Contingency Fund for any unexpected technical problems that might arise
during construction and testing of the radio system. The bids were as follows:
Base Bid I Com Center Corporation $56,115.00
(Consoles) Motorola 64,509.00
Base Bid II, III, IV General Communications, Inc. 38,809.16
(Radio Equipment) Motorola 39,307.00
MOVED by Anderson, seconded by Stockman and motion carried unanimously to
authorize the staff to prepare for issuance a certificate of indebtedness for
the new communications equipment.
*Copy Machine for Parks and Recreation - Quotes
MOVED by Johnson, seconded by Mitchell and motion carried unanimously to
authorize the purchase of a executive model photocopy machine from the lowest
responsible bidder, Saxon, in the amount of $2,704.75 from the Recreation
Administration Budget, with the service contract charged to Contractual
Maintenance - Other Equipment. The bids were as follows:
Saxton $3,054.75
Royal 3,127.50
IBM 3,144.68
3-M 3,725.00
*Transfer of Deed for Vacated Ottawa Avenue to Breck School
MOVED by Johnson, seconded by Mitchell and motion carried unanimously to authorize
the Mayor and Manger to sign the quit -claim deed for vacation of Ottawa Avenue for
that portion lying within the property owned by Breck School.
Brookview Budget
MOVED by Stockman, seconded by Johnson and motion carried unanimously to adopt
the 1982 Brookview Budget as a interim budget.
Response to State Aid Reduction
Jeff Sweet distributed a bulletin from the Association of Metropolitan
Municipalities, dated January 15, 1982, regarding the new tax bill and its
affect on cities.
MOVED by Johnson, seconded by Anderson and motion carried unanimously to direct
staff to compile the budget cutting suggestions from the Council and prepare a
response for the February 2, 1982 Council meeting.

Announcements of Meetings
January 19, 1982
Council Members Anderson and Johnson will meet on February 9, 1982 at 3:15 PM in
the Mayor and Council office regarding team sports.
Council Member Stockman and Mayor Thorsen will meet on January 26, 1982 at 4:30 PM
in the Mayor and Council office with Jeff Sweet regarding Brookview.
The entire Council have been invited to attend the School District #281 School
Board meeting on January 21, 1982 at 8:00 PM at the School District Building.
Mayor Thorsen will meet on January 20, 1982 at 2:30 PM in the Mayor and Council
Office with Jeff Sweet and Lowell Odland regarding the "no right turn" signs on
Duluth Street at Brunswick.
Legislative Action Conference
Council Members Anderson and Stockman and Mayor Thorsen (alternate) will attend
the 1982 League of Minnesota Cities and Association of Metropolitan Municipalities
Legislative Action Conference January 27, 1982.
Council Subcommittee Report - I-394
MOVED by Mitchell, seconded by Johnson and motion carried unanimously to set a
special meeting for February 10, 1982 from 4:00 PM to 6:30 PM in the Valley Room
to discuss the status of I-394 and the options available to the City.
Staff will distribute the information for this meeting at the February 2, 1982
Council meeting.
Council Subcommittee Report - Team Sports Facilities
MOVED by Mitchell, seconded by Stockman and motion carried unanimously to receive
and file the memo, dated January 12, 1982, from Council Members Anderson and
Johnson regarding Team Sports Facilities and approve their report and authorize
them to bring a slate of names for the Committee and a revised goal for the
Committee to the February 16, 1982 Council meeting.
Council Subcommittee Report - Brookview Select Committee
MOVED by Johnson, seconded by Anderson and motion carried unanimously to appoint
Chuck Burmeister, George Murad, Burt Brown and Mary Durda to the Brookview Select
Committee and request a report from the subcommittee for the April 6, 1982
Council meeting.
Set Date for Board of Review
MOVED by Anderson, seconded by Johnson and motion carried unanimously to set
June 10, 1982 as the date for the annual Board of Review at 7:30 PM in the
Council Chambers.
Set Meeting Date with Community Center Solicitation Executive Committee
The Council set February 18, 1982 as the date to meet with the Community Center
Solicitation Executive Committee at 7:00 PM at Brookview Community Center.
