06-04-91 City Council Minutes• Regular Meeting of the City Council June 4, 1991 Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Golden Valley, Hennepin County, Minnesota was held at 7800 Golden Valley Road in said City on June 4, 1991 at 6:30 Ptd. The following members were present: Bakken, Russell, Stockman and Thompson; and the following was absent: Johnson. Also present were: William Joynes, City Manager; Lowell Odland, Director of Public Works; Allen Barnard, City Attorney; and Judy Nally, Administrative Secretary. Approval of Agenda MOVED by Russell, seconded by Thompson and motion carried unanimously to approve the agenda of June 4, 1991 as amended: Addition of Departmental Items - Request for Beer and/or Wine at Brookview Park - add requests from Pace Incorporated and Dr. Robert Hoover; and Manager's Item - Resolution Encouraging Hennepin County to Adopt Local Option Sales Tax - add letter from John Derus, Hennepin County Commissioner regarding sales tax option. Approval of Consent Agenda MOVED by Thompson, seconded by Russell and motion the items on the consent agenda, indicated by an Items - Request for Beer and/or Wine at Brookview Incorporated and Dr. Robert Hoover. *Bills and Claims carried unanimously to approve asterisk (*), adding Departmental Park - add requests from Pace MOVED by Thompson, seconded by Russell and motion carried unanimously to authorize payment of the bids as submitted. *Licenses MOVED by Thompson, seconded by Russell and motion carried unanimously to authorize the issuance of license #13892 to #13893 and #6302. *Taxi Cab Driver Licenses MOVED by Thompson, seconded by Russell and motion carried unanimously to approve the taxi cab driver licenses as recommended by staff. Regular Meeting of the City Council June 4, 1991 Page 2 • On -Sale, Off -Sale, Sunday Sale, Club -and Wine Liquor License Renewals William Joynes introduced the agenda item and stated that Restaurant Ventures One, A Limited Partnership d/b/a Ruperts, American Cafe and Coco Lezzone submitted their certificate of insurance and can be approved unconditionally. MOVED by Stockman, seconded by Russell and motion carried unanimously to authorize the renewal of the following liquor licenses as follows: On Sale and Sunday Sale - E1 Torito Restaurants, Inc.; Golden Valley Country Club; Red Lobster; RZMP Corp. d/b/a Schuller's Tavern; Restaurant Ventures One, A Limited Partnership d/b/a Ruperts, American Cafe and Coco Lezzone. Off Sale - Byerly's Beverages; Golden Valley Liquor Barrel; FTL Corp. d/b/a MGM Liquor Warehouse; Queen's Plaza Liquors d/b/a/ United Liquors #2; RZMP Corp. d/b/a Schuller's Tavern; and Westview Liquor Store. Club On Sale and Sunday Sale - Golden Valley VFW Post 7051. Wine On Sale - Piazza's Ristorante. MOVED by Thompson, seconded by Stockman and motion carried unanimously to authorize the renewal of liquor licenses with the stipulation that no license can be issued and/or forwarded to the State Liquor Control Commission until such time as a Certificate of Liquor Liability is received by the City: • On -Sale and Sunday Sale - Golden Valley House and The Samurai Japanese Steak House. Club On Sale and Sunday Sale Licenses - Chester Bird American Legion Post 523. Off Sale License - E & K Liquors, Inc. d/b/a Golden Valley Liquor Warehouse. Wine On Sale - Twin City Eatery. Public Hearing - Second Consideration - Ordinance #69 - Parkin and/or Storage of Vehicles The following ordinance was MOVED by Thompson, seconded by Stockman: ORDINANCE #69, 2ND SERIES AN ORDINANCE AMENDING THE CITY CODE Parking and/or Storage of Vehicles William Joynes introduced the agenda item. The Mayor opened the meeting for public input and persons present to do so were afforded the opportunity to express their views thereon. Hearing and seeing no one, the Mayor closed the public hearing. Upon a voice vote, the vote was as follows: BAKKEN - YES JOHNSON - ABSENT RUSSELL - YES STOCKMAN - YES THOMPSON - YES Regular Meeting of the City Council June 4, 1991 Page 3 • *Request for Beer and/or Wine at Brookview Park MOVED by Thompson, seconded by Russell and motion carried unanimously to receive, file and approve the following requests to serve beer and/or wine at Brookview Park: MnDOT, dated May 21, 1991 to serve beer at the large shelter on June 27, 1991 from 5:00 PM until dusk; Honeywell (Military Avionics Division), dated May 23, 1991 to serve beer and wine at the large shelter on August 14, 1991 from 11:00 AM until dusk; PACE Incorporated, dated May 29, 1991 to serve beer and wine at the small shelter on June 219 1991 from 5:00 PM until dusk; and Dr. Robert Hoover, dated June 3, 1991 to serve beer and wine at the large shelter on June 22, 1991 from 12:00 noon to dusk. *Authorization to Sign Contract for Veterinarian Services MOVED by Thompson, seconded by Russell and motion carried unanimously to authorize the Mayor and City Manager to sign the contract with Dr. David Monson for veterinarian services for 1991. *Authorization to Hire Consultant for Winnetka Avenue Streetscape MOVED by Thompson, seconded by Russell and motion carried unanimously to authorize Damon Farber Associates to provide consulting services for the Winnetka Avenue Streetscape; background and preliminary design concepts to be provided at a fee of $14,000, based on hourly fees, and final design and construction drawings to be provided for 6.5% of the streetscape construction cost. 10 *Quotes - Four Wheel Drive Pickup Truck MOVED by Thompson, seconded by Russell and motion carried unanimously to purchase one Ford F-150 44 pickup truck from the lowest responsible bidder, Boyer Ford for $13,206.00. The quotes were as follows: Boyer Ford $13,206.00 Superior Ford 13,351.00 Valley Ford 13,986.00 Resolution Encouraging Hennepin County to Adopt Local Option Sales Tax and Letter from John Derus, Hennepin County Commissioner Regarding Sales Tax Option William Joynes introduced the agenda item and reviewed the letter fromJohn Derus. Member Thompson introduced the following resolution and moved its adoption: RESOLUTION 91-68 RESOLUTION OF THE CITY OF GOLDEN VALLEY, HENNEPIN COUNTY, MINNESOTA ENCOURAGING THE HENNEPIN COUNTY COMMISSIONERS TO ADOPT THE OPTIONAL HALF -CENT SALES TAX FOR THE COUNTY The motion for the adoption of the foregoing resolution was seconded by Member Russell and upon a vote being taken thereon, the following voted in favor • thereof: Bakken, Russell, Stockman and Thompson; and the following was absent: Johnson, and the following voted against the same: none, whereupon said resolu- tion was declared duly passed and adopted, signed by the Mayor and his signature attested by the City Clerk. Regular Meeting of the City Council June 4, 1991 Page 4 • Approval of Letter to Hennepin County Regarding LRT Stations William Joynes introduced the agenda item. MOVED by Stockman, seconded by Russell and motion carried unanimously to authorize the City Manager to send the letter to Commissioner Judy Makowske regarding the light rail transit stations in Golden Valley. Staff will include an article in the city newsletter updating the residents on the status of light rail transit in the city, and check the records to see if residents who attended the public hearings requested receiving information from the Council on the status of the stations. Announcements of Meetings Mayor Bakken and Council Members Johnson and Thompson will attend the League of Minnesota Cities conference in Rochester. Council Member Stockman and Johnson will set up a meeting with Bill Hobbs to discuss the Human Rights Commission. Mayor's Communications No action taken. Registration for LMC Legislative Wrapup Sessions Any Council Members attending the wrapup sessions should notify staff.
