Regular Meeting
of the
City Council
November 19, 1991
Pursuant to due call and notice thereof, a regular meeting of the City Council
of the City of Golden Valley, Hennepin County, Minnesota was held at 7800 Golden
Valley Road in said City on November 19, 1991 at 6:30 PM.
The following members were present: Bakken, Johnson, Russell, Stockman and
Thompson. Also present were: William Joynes, City Manager; Lowell Odland,
Director of Public Works; Allen Barnard, City Attorney; and Judy Nally,
Administrative Secretary.
Approval of Minutes: Canvassing Board Meeting - November 6, 1991 and City
Council Meeting - October 15, 1991
MOVED by Johnson, seconded by Russell and motion carried unanimously to receive
and file the Canvassing Board minutes of November 6, 1991 as submitted.
MOVED by Stockman, seconded by Thompson and motion carried unanimously to receive
and file the City Council minutes of October 15, 1991 as submitted.
Approval of Agenda
MOVED by Thompson, seconded by Stockman and motion carried unanimously to approve
the agenda of November 19, 1991 as amended: Addition of Communications and
Petitions - Letters from Herbert Lang and Bruce and Sara Monic, Regarding 91 SS 5
. and Letter from Jeffrey Tucker Regarding Vehicle Repair Work in Driveway.
Approval of Consent Agenda
MOVED by Johnson, seconded by Thompson and motion carried unanimously to approve
the items on the consent agenda, indicated by an asterisk (*), as amended:
Manager's Item - Addition of Quote - Printing of Black History Brochure.

MOVED by Johnson, seconded by Thompson and motion carried unanimously to authorize
payment of the bids as submitted.
*Solicitor's License - Citizens for a Better Environment
MOVED by Johnson, seconded by Thompson and motion carried unanimously to approve
the solicitor's license for Citizens for a Better Environment.

Public Hearinq - 91 SS 5 - Meadow Lane
Lowell Odland presented the project. William Joynes and Allen Barnard reviewed
the legal issues involved in the project.
The Mayor opened the meeting for public input and persons present to do so were
afforded the opportunity to express their views thereon.
Eric Young, 219 Meadow Lane North, would like the project to proceed because of
standing water in his backyard and feels the drainage has changed dramatically
since the homes were built.
Fay Gallus, 205 Meadow Lane, asked why storm sewer was not put in when the water
and sanitary sewer lines were installed and felt the city should have reviewed
the drainage for the entire area when building permits were taken out.
David Onan, 185 Meadow Lane, feels the city should have some responsibility to
proceed with the project.
Tom Sanders, 203 Meadow Lane, feels the project is necessary because the present
storm sewer is not adequate and requested the city help finance the project and
assess some of the homes in the area.
Richard Launer, 215 Meadow Lane North, feels the storm sewer system is not
adequate and the drainage questions should of been considered when the houses
were built.
Amy Sadoff, 215 Meadow Lane North, feels that prior to the homes being built the
land served as a catch basin for the area, feels some of the homes whose water
run-off floods the area should also be responsible.
Don Nadreau, 124 Ardmore Drive, stated that the area naturally drains down and
those lots were swamp land before the homes were built.
Leonard Bolander, 221 Meadow Lane North, stated he agrees with the letter that
was writtenby George Keister and stated this land was not flooded last year and
has not flooded in the past and the project should be considered during a drier
year.
The Mayor closed the public hearing.
MOVED by Stockman, seconded by Russell and motion carried unanimously to continue
the public hearing to December 3, 1991.

! Public Hearing - Second Consideration - Ordinance #80 - Essential Services as
Permitted or Accessory Use
The following ordinance was MOVED by Stockman, seconded by Johnson:
ORDINANCE #80, 2ND SERIES
AN ORDINANCE AMENDING THE CITY CODE
CHAPTER 11, LAND USE REGULATION (ZONING) PROVISIONS
ALLOWING "ESSENTIAL SERVICES" AS PERMITTED OR ACCESSORY USES
William Joynes introduced the agenda item.
The Mayor opened the meeting for public input and persons present to do so were
afforded the opportunity to express their views thereon. Hearing and seeing no
one, the Mayor closed the public hearing.
MOVED by Thompson, seconded by Johnson and motion carried unanimously to adopt
Ordinance #80, 2nd Series.
Upon a roll call vote, the vote was as follows:

Letter from George Keister Regarding Storm Sewer Project 91 SS 5

and file the letter from George Keister, dated November 12, 1991 regarding storm
sewer project 91 SS 5.
*West Suburban Mediation Center Third Quarter Activity Report
MOVED by Johnson, seconded by Thompson and motion carried unanimously to receive
and file the West Suburban Mediation Center, third quarter activity report, dated
November 8, 1991.
Letters from Herbert Lang and Bruce and Sara Monick Regarding 91 SS 5
MOVED by Stockman, seconded by Johnson and motion carried unanimously to receive
and file the letter from Herbert Lang, received November 18, 1991 and Bruce and
Sara Monick, dated November 17, 1991 regarding storm sewer project 91 SS 5.
Letter from Jeffrey Tucker Regarding Vehicle Repair Work in Driveway
Jeff Tucker, 5100 Windale Street, requested the Council change the ordinance
to allow him to repair vehicles in his driveway and reviewed the warning notice
he received.
William Joynes reviewed the background on the complaint. Allen Barnard reviewed
the legal options for the Council.
MOVED by Stockman, seconded by Thompson and motion carried unanimously to allow
Jeffrey Tucker a two week period to complete the repairs to his van.

*October, 1991 General Fund Budget -Report
MOVED by Johnson, seconded by Thompson and motion carried unanimously to receive
and file the October, 1991 General Fund Budget Report.
*Quotes - Carpet for Public Safety
MOVED by Johnson, seconded by Thompson and motion carried unanimously to authorize
the installation of carpet in the Public Safety Department office area and squad
room/hallway, from the lowest responsible bidder, Carpet Services for a total of
$2,195.98. The quotes wereas follows:
Carpet Services $2,195.98
Hiline 2,677.63
Pink 2,823.55
Contract 3,996.00
*Quotes - Printing of Black History Committee Brochure
MOVED by Johnson, seconded by Thompson and motion carried unanimously to authorize
the printing of 20,000 one -color Black History Committee brochures from the
lowest responsible bidder, Rapid Graphics and Printing for $1,821.40. The quotes
were as follows:

Graphic Impressions 2,706.00
Announcements of Meetings
No action taken.
Mayor's Communications
Mayor Bakken received a letter from the Rotary Club requesting that a member of
the Club be appointed to the Golden Valley Foundation Board. Staff will distribute
a copy of the letter to the Council.
Adjournment
MOVED by Stockman, seconded by Thompson and motion carried unanimously to adjourn
the meeting at 8:05 PM.
