01-21-92 City Council MinutesRegular Meeting of the City Council January 21, 1992 Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Golden Valley, Hennepin County, Minnesota was held at 7800 Golden Valley Road in said City on January 21, 1992 at 6:30 PM. The following members were present: Bakken, Johnson, Russell, Stockman and Thompson. Also present were: William Joynes, City Manager; Fred Salsbury, Director of Public Works; Robert Meller, Acting City Attorney; and Judy Nally, Administrative Secretary. Approval of Minutes: City Council Meeting - January 7, 1992 MOVED by Johnson, seconded by Russell and motion carried unanimously to receive and file the City Council minutes of January 7, 1992 as amended: under Letter from Art Flannagan Regarding Resignation from Board of Zoning Appeals - change last word in motion to "momento". Approval of Agenda MOVED by Russell, seconded by Johnson and motion carried unanimously to approve the agenda of January 21, 1992 as amended: Addition of Communications and Petitions: Letter from Chris Meyer Regarding Ewald Dairy Site. Approval of Consent Agenda MOVED by Stockman, seconded by Russell and motion carried unanimously to approve the items on the consent agenda, indicated by an asterisk (*). *Bills and Claims MOVED by Stockman, seconded by Russell and motion carried unanimously to authorize payment of the bids as submitted. *Licenses MOVED by Stockman, seconded by Russell and motion carried unanimously to authorize the issuance of license #13965. *Lawful Gambling License Exemption - Good Shepherd Church MOVED by Stockman, seconded by Russell and motion carried unanimously to receive and file the lawful gambling license exemption for Good Shepherd Church. *Peddler's License - G. K. Company, Inc. MOVED by Stockman, seconded by Russell and motion carried unanimously to approve the peddler's license for G. K. The Mayor opened the meeting for public input and persons present to do so were afforded the opportunity to express their views thereon. Steve Erickson, 1812 York Avenue North, thanked the Council for listening to the area residents. The Mayor closed the public hearing. MOVED by Thompson, seconded by Johnson and motion carried unanimously to refer the project to the Housing and Redevelopment Authority for consideration of a proprosal from Habitat for Humanity. Bill Schatzlein expressed his appreciation to Council for allowing him to work on this project and for any future development. *Letter from David Fellman Regarding Ewald Dairy Site MOVED by Stockman, seconded by Russell and motion carried unanimously to receive and file the letter from David Fellman, received December 27, 1991 regarding the Ewald Dairy site. *Petition from Golden Valley & Minneapolis Residents Regarding Ewald Dairy Site MOVED by Stockman, seconded by Russell and motion carried unanimously to receive and file the petition from Golden Valley and Minneapolis residents, dated January 16, 1992 regarding the Ewald Dairy site. The quotes were as follows: Cushman Motor Company $11,145.00 Illinois Lawn Equipment 11,481.00 Herst Distributing Inc. 12,218.00 *Quotes - Driving Range Ball Picker for Golf Department MOVED by Stockman, seconded by Russell and motion carried unanimously to purchase a driving range ball picker from the lowest responsible bidder, North Star Turf for $6,285.00. The quotes were as follows: North Star Turf $6,285.00 Polfus Implement 7,500.00 MTI 7,187.00 Pay Equity Implementation Report William Joynes introduced the agenda item. MOVED by Johnson, seconded by Russell and motion carried unanimously to approve the City of Golden Valley Pay Equity Implementation Report and direct its submission to the Minnesota Department of Employee Relations. Announcements of Meetings The new Director of Public Works - Fred Salsbury was introduced. The Council Retreat will be held on February 22, 1992 at the Brookview Community Center beginning at 8:30 AM. Council Member Johnson and Stockman will serve as the Subcommittee to review and make a recommendation on the salary for the City Manager. Reset Council Meeting Dates MOVED by Stockman, seconded by Russell and motion carried unanimously to reset the following Council meeting dates: March 3 to March 2; April 7 to April 14; May 19 to May 12; September 15 to September 8; October 6 to October 13; November 3 to November 10; December 1 to December 8; and the following Council/Manager meetings to: March 10 to March 17; and June 9 to June 2, 1992. Mayor's Communications No action taken. Regular Meeting of the City Council January 21, 1992 Page 6 Human Rights Commission Annual Report William Hobbs, Chair, Human Rights Commission, reviewed the annual report and showed a video which showed the history of the Commission. MOVED by Stockman, seconded by Thompson and motion carried unanimously to receive and file the annual report and video. Black History Committee Update Walter Gray, Co -Chair, Black History Committee, presented a 1991 progress report and updated the Council on the events scheduled for 1992. MOVED by Thompson, seconded by Johnson and motion carried unanimously to receive and file the 1991 and 1992 progress report. Background Report - Mendelssohn Avenue William Joynes introduced the agenda item. MOVED by Stockman, seconded by Thompson and motion carried unanimously to refer the report back to staff for a recommendation for consideration at the February 4 meeting. Appointment to Board of Zoning Appeals MOVED by Johnson, seconded by Stockman and motion carried unanimously to appoint Herb Polacheck to the Board of Zoning Appeals for a term to expire April, 1992. Appointment to Northwest Hennepin Human Services Advisory Committee Mayor Bakken introduced the agenda item. MOVED by Russell, seconded by Thompson and motion carried unanimously to interview the prospective candiates for the Northwest Hennepin Human Services Advisory Committee. Certificate of Achievement for Excellence in Financial Reoortinq Mayor Bakken introduced the agenda item.
