April 21, 1992
• Pursuant to due call and notice thereof, a regular meeting of the City Council
of the City of Golden Valley, Hennepin County, Minnesota was held at 7800 Golden
Valley Road in said City on April 21, 1992 at 6:30 PM.
The following members were present: Bakken, Johnson, Russell, Stockman and
Thompson. Also present were: William Joynes, City Manager; Fred Salsbury,
Director of Public Works; Allen Barnard, City Attorney; and Judy Nally,
Administrative Secretary.
Approval of Agenda
MOVED by Thompson, seconded by Johnson and motion carried unanimously to approve
the agenda of April 21, 1992 as amended: Addition of Mayor and Council Item -
Set Date for Foundation Applicant Interviews.
Approval of Consent Agenda
MOVED by Russell, seconded by Johnson and motion carried unanimously to approve
the items on the consent agenda, indicated by an asterisk (*}.
*Bills and Claims
MOVED by Russell, seconded by Johnson and motion carried unanimously to authorize
payment of the bids as submitted.

MOVED by Russell, seconded by Johnson and motion carried unanimously to authorize
the issuance of license #14210 - #14213 and #6385.
On Sale and Sunday Sale Liquor License - The Scoreboard, Inc. d/b/a Scoreboard
William Joynes reviewed the staff recommendation and updated the Council on the
status of the delinquent tax payments.
Mike Jennings, applicant, was available to answer questions.
MOVED by Stockman, seconded by Thompson and motion carried unanimously to approve
the on sale and Sunday sale liquor license for Scoreboard, Inc. d/b/a Scoreboard,
Inc. with the stipulation that the payment plan established with Hennepin County
for delinquent taxes remain current.

Member Russell introduced the following resolution and moved its adoption:
RESOLUTION 92-33
RESOLUTION OF THE CITY OF GOLDEN VALLEY APPROVING ISSUANCE
OF A PREMISES PERMIT FOR THE CONDUCT OF LAWFUL GAMBLING
(INTERNATIONAL TRAVELING LEAGUE MINNESOTA LITTLE GOPHERS)
The motion for the adoption of the foregoing resolution was seconded by Member
Johnson and upon a vote being taken thereon, the following voted in favor
thereof: Bakken, Johnson, Russell, Stockman and Thompson; and the following
voted against the same: none, whereupon said resolution was declared duly
passed and adopted, signed by the Mayor and his signature attested by the City
Clerk.

and file the minutes received as follows:

*Authorization to Sign 1992 Environmental Health Services Agreement
MOVED by Russell, seconded by Johnson and motion carried unanimously to authorize
the Mayor and City Manager to sign the Environmental Health Services Agreement,
Contract No. A07482 with Hennepin County.
*Call for Informal Public Hearing - Ordinance Amendment - Animal Control,
Disturbing the Peace - 5/5/92
MOVED by Russell, seconded by Johnson and motion carried unanimously to call for
an informal public hearing to consider an ordinance amendment regarding animal
control, disturbing the peace for May 5, 1992.
*Vacation of Portion of Ponding Easement - 1425 Angelo Drive
MOVED by Russell, seconded by Johnson and motion carried unanimously to authorize
the Mayor and City Clerk to sign the Quit Claim Deed vacating a portion of an
existing ponding and drainage easement at 1425 Angelo Drive.

MOVED by Russell, seconded by Johnson and motion carried unanimously to call for
a public hearing to consider approval of a conditional use permit for auto -related
sales and services in a commercial zoning district at 5500-5530 Golden Valley
Road for May 12, 1992.
*Quotes - Soft Start for 75 HP Deep Well for Golf Course
MOVED by Russell, seconded by Johnson and motion carried unanimously to purchase
a soft start for a 75 HP deep well for the golf course from the only bidder,
United Electric for $2,300.00.
*Bids - 1992 Miscellaneous Concrete Repair
MOVED by Russell, seconded by Johnson and motion carried unanimously to award
the bid for 1992 miscellaneous concrete repair to the lowest responsible bidder,
Advanced Concrete for $19,860.00. The bids were as follows:

The Board of Review will be held on April 29, 1992 at 7:00 PM in the Council
Chambers.
Mayor's Communications
Mayor Bakken stated he received a request from the Golden Valley Little League
to throw out the ceremonial first pitch at their opening ceremonies on May 16,
1992 at 11:30 AM and requested the Council Members to notify staff if they could
attend.
Mayor Bakken stated he has received information regarding the Minnesota Link -Up
America Program and will refer it to staff.
Proclamation Supporting Veterans of War Buddy Poppy Sale
Mayor Bakken read the proclamation and presented members of the Veterans of
Foreign Wars and the American Legion an executed copy of the proclamation.
MOVED by Stockman, seconded by Thompson and motion carried unanimously to adopt
a proclamation supporting the Veterans of War Buddy Poppy Sale.

The Mayor presented Audrey Zibelman and Mike Mauren with a Certificates of
Appointment.
Set Date for Foundation Applicant Interviews
MOVED by Johnson, seconded by Stockman and motion carried unanimously to interview
Foundation applicants on April 27, 28 or May 4, 1992 beginning at 6:00 PM.
Adjournment
MOVED by Stockman, seconded by Russell and motion carried unanimously to adjourn
the meeting at 6:55 PM.
