April 2021 Crime Brief Prepared on 05/6/2021 Change in Crime Reporting On January 1, 2021, the FBI required all law enforcement agencies to report all crime through the National Incident Based Reporting System (NIBRS), retiring the Uniform Crime Reporting (UCR) program. The UCR program employed a hierarchy rule to recognize the most serious offense per incident, whereas under NIBRS, agencies are required to submit detailed information about all offenses committed in a single incident. NIBRS collects data for 52 offenses (21 categories) (Group A), plus 10 additional offenses (Group B) and no longer categorize crimes as Part I or Part II. A detailed report of Group A Offenses will be provided quarterly. How this affects crime statistics? Studies indicate that the conversion from UCR reporting to NIBRS reporting will increase the crime statistics between 2% and 4%. GVPD has converted the 2020 reported Part I and Part II crimes to Group A and Group B for comparison, but it should be noted that only the most serious offense per incident was counted in 2020 as required , whereas we now count all offenses per incident.
