Purpose, Mission, and Prescribed Duties
The Planning Commission shall:
• Review and make recommendations on specific development proposals made by private
developers and public agencies.
• Review and make recommendations on proposed rezonings, subdivision plans, amendments to
the zoning text, platting regulations and variances, and similar items having to do with
administration and regulatory measures.
• Conduct special studies dealing with items such as renewal, civic design, maintenance of a
suitable living and working environment, economic conditions, etc. These studies may be
conducted at the initiative of the Planning Commission and/or specific direction from the City
Council.
• Review major public capital improvement plans against the policy and goals stated in the
Comprehensive Plan for the area.
• Advise and make recommendations relative to housing, new development, and redevelopment
projects propose d by the HRA prior to the final commitment of such projects by the HRA.
• Advise and make recommendations in matters relating to and affecting the environment.

2021 Overview
In a year that saw an increase in activity following a lull driven by the uncertainties of COVID-19, the
Golden Valley Planning Commission spent 2021 both reviewing proposals for private development as
well as working closely with staff to develop new language for the Zoning Chapter in an effort to
continue to modernize the City Code and improve accessibility for the public.
The Commission provided review for major amendments to three existing Planned Unit
Developments (PUDs) as well as one new PUD in the northwest corner of the Golden Valley Country
Club. It recommended approval of a new plat for the construction of a credit union and offered
feedback on a site plan for new apartments on Douglas Drive in place of the former Tenant office
building. Other proposals required revisions to the future land use and zoning maps, as well as
subdivision actions. These included the Golden Valley Business Center and Artessa Senior Cooperative
projects.
A handful of rezonings were also initiated to try to bring to a close the process of aligning the zoning
map with the future land use map in the City’s 2040 Comprehensive Plan. Zoning text amendments
were researched and advanced to the City Council for consideration, including work on allowing
rowhouses, new regulations around pawn shops, and an extensive rewrite of the zoning use tables.
The Commission also began investigation of outdoor service areas and accessory dwelling units.
In 2022, the Commission will work to complete its research on accessory dwelling units and
recommend new zoning language for the City Council to consider. Other agenda items include
augmenting the current regulations around mobile uses and updating the City’s off-street parking
requirements. Staff will work to conduct education around the Planned Unit Development process
and arrange for equity training for Commissioners.

Purpose, Mission, And Prescribed Duties
Code, which is Chapter 113 of the Golden Valley City Code. The BZA consists of five members that
meet once a month if there are any petitions pending for action. A Planning Commissioner serves as
the fifth member of the BZA.
Criteria for Analysis
A variance may be granted when the petitioner for the variance establishes that there are practical
difficulties in complying with this Chapter. “Practical difficulties,” as used in connection with the
granting of a variance, means:
• the property owner proposes to use the property in a reasonable manner not permitted by
this Chapter
• the pli ght of the property owner is due to circumstances unique to the property not created
by the property owner
• the variance, if granted, will not alter the essential character of the locality
Economic considerations alone do not constitute practical difficulties. Practical difficulties include,
but are not limited to, inadequate access to direct sunlight for solar energy systems. The BZA may not
grant a variance that would allow any use not allowed for property in the Zoning District where the
affected person’s land is located. The BZA may impose conditions in the granting of variances. A
condition must be directly related to and must bear a rough proportionality to the impact created by
the variance .

Variance Type Description
Front Yard Setback
Requests to build structures within 35 feet of the front yard property line in R-
1, R-2, and Institutional Districts. Institutional Districts also require that at least
25 fe et be landscaped and maintained as a buffer zone.
Side Yard Setback
Requests to build structures within the side yard setback area, which ranges
from 5 feet to 50 feet depending on the type of structure and the Zoning
District.
Rear Yard Setback
Requests to build structures within the rear yard setback area, which ranges
from 5 feet to 50 feet depending on the type of structure and the Zoning
District.
Articulation
Requests to waive articulation requirement, which requires inward or outward
articulation of 2 feet in depth and 8 feet in length for every 32 feet of side wall
on homes in the R-1 and R-2 Zoning Districts.
Height Requests to build principal structures over the maximum height requirement,
which ranges from 25 to 28 feet depending on the type of roof and the Zoning
District.
Fence Height Requests to build fences over the maximum height requirements, which ranges
from 4 to 12 feet depending on the location on the property (front yard or
side/rear yard) and the Zoning District.
Building Envelope Requests to build a structure beyond the maximum building envelope, which is
defined for properties within the R-1 and R-2 Zoning Districts. This includes the
2:1 or 4:1 slope requirement when the structure is taller than 15 feet at the
side yard setback line.

Requests to build a garage, shed, or other accessory structure in a location that
is not completely to the rear of the principal structure or in a location that is

Summary
The Environmental Commission has completed an annual report summarizing its 2021
accomplishments and outlining its proposed work plan priorities for 2022. The Chair of the
Environmental Commission, Wendy Weirich, will present a summary of the report at the April 12, 2022
Council Work Session. The annual report is attached for reference.
Following discussion of this item, Council direction on the Environmental Commission’s 2022 Work
Plan is requested.

City Council in matters relating to and affecting the environment and human health.

Curbside Recycling And Organics Collection
• Help ed guide and develop the new recycling and organics program
that launched in January 2022.
Energy Action
• Helped guide and recommend approval of the City’s first Energy
Action Plan as part of Xcel Energy’s Partners In Energy community
collaboration program.
• Recommended participation in the Residential Home Energy Squad
program with an equitable cost sharing methodology for residents.
• Guided staff to reduce the number of households experiencing
energy cost burden by 20 through identifying, communicating, and
connecting people with programs offered by utility companies and
others .
o Sent postcards and newsletters to households,
distributed multi-lingual flyers to multi -family properties,
worked with PRISM to reach residents, and completed
four low-income home energy squad visits and 16 home
energy savings program visits in five months, which
included onsite energy efficiency improvements.
• Developed an energy saver recognition program for
businesses (launching in spring 2022).
• Summarized the City’s energy consumption and greenhouse
gas emissions reductions to date .
GreenStep Cities/Climate Action
• Achieved Step 5 of the GreenStep Cities Program, including
advancement in the following topic areas:
o buildings and lighting
o renewable energy
o land use
o transportation and fleet
o surface water
o green buildings
• Began tracking information in new topic areas such as:
o solid waste and recycling
o local food production
o home energy squad visits
Organics recycling cart
The City mailed flyers to promote the
Energy A ssistance Program.

• Drafted and recommended adoption of a resolution declaring a climate emergency.
• Recommended support for Hennepin County’s first Climate Action Plan.
• Hosted an informational meeting with Hennepin County’s new director of climate & resiliency to
learn about the climate action plan and discuss ways to work together to achieve common goals.
Environmental Justice
• Continued to partner with the Diversity, Equity, and Inclusion Commission (DEIC) on joint projects,
events, and forums through a subcommittee formed in 2020.
• Using the prioritization maps developed by the DEIC subcommittee in 2020, identified and
explored a partnership with a naturally occurring affordable multi -family housing property in
the community to target investment in trees and green infrastructure to address existing
inequities.
• Started updating source maps and data for the green infrastructure prioritization maps based on
the new 2020 census data and other emerging data sources.
• Began planning for the Building An Equitable Golden Valley environmental justice forum set for
May 2022.
Community Outreach
• Explored partnership opportunities with local
schools, ultimately deciding to recommend
that the City Council update the City Code
and Commission bylaws to allow the addition
of a second student member to the
Environmental Commission.
• Hosted an educational workshop on planting
for pollinators.
• Promoted numerous educational
opportunities in cooperation with the Golden
Valley Garden Club.
Natural Resources Management
• Supported habitat restoration in the
Briarwood Nature Area in 2021-22, made
possible by a grant from the Minnesota DNR.
• Helped guide the development of pollinator
habitat on two remnant City parcels along the
Douglas Drive corridor.

2022 Proposed Work Plan
Proposed work plan priorities for 2022 are based on goals in the City’s 2022 Pyramid of Success , 2040
Comprehensive Plan (including Resilience & Sustainability, Natural Resources, Water Resources,
Transportation), Equity Plan, Energy Action Plan, Pollinator Protection Resolution, Climate Emergency
Declaration, GreenStep Cities Program, and City Council’s 2022 Legislative Priorities.
• Recycling And Organics
o Help develop a plan to increase participation rates for organics recycling, and opportunities
for multi -family recycling, including organics and onsite composting.
o Seek opportunities to partner with non-profits and others to reduce Styrofoam and single use
plastics, bags, and containers (restaurants, stores, etc) within Hennepin County.
• Energy Action
Help guide and participate in implementation of the City’s Energy Action Plan, including:
o monitoring and reporting on the progress of Xcel Energy’s Partners In Energy community
collaboration program
o reducing the number of households experiencing energy cost burden by 15 households through
identifying, communicating, and connecting people with programs offered by utility companies
and others
o increasing participation in energy efficiency programs for residents and businesses, including:
implementing and monitoring the new energy saver recognition program for businesses
extending the Residential Home Energy Squad program for another budget cycle

Continue working on actions and metrics to address climate-related impacts, improve the
environment, and reduce energy consumption and costs.

4. 2021 Fund Balance Assignment

Summary
The City of Golden Valley seeks to have a good balance in its General Fund in order to have sufficient
reserves for cash flow, projects, and unexpected shortfalls or emergencies. In December 2011, the City
established a formal policy that states the level of fund balance should be maintained at 60 percent of
adopted expenditures in the General Fund. Adequate reserves indicate fiscal prudence and help the
City maintain a high rating with bond-rating agencies, which prefer to see very strong and healthy
balances.
When the fund balance is greater than 60 percent, it shall be reduced to 60 percent by using the excess
funds for long-term debt reduction, specific one-time projects, acquisitions, or transfers to capital
funds to lessen the future impact on the property tax rate. The last few years, Council has had debt
reduction and explore all possible financial tools as financial wellness priorities in their Pyramid of
Success.
In 2021, General Fund had unassigned fund balance of $309,785. Revenues came in under the 2021
Budget by $65,986. Various charges for services were under due to closures, pandemic concerns, and
the market for investments was down. Investments are booked to market at year-end. Although 98%
of the investments remain to maturity this lowered the revenues for the general fund. Expenditures
came in over by $2,133,500. Of that amount $3,450,000 was assigned from 2020 fund balance to pay
off debt.
Staff is recommending the following transfers of unassigned fund balance to help finance one-time
projects: transfer $45,000 to be included with the $70,000 from the ARPA funds to the equipment
replacement fund to replace antiquated technology in the public safety lower-level training room and
$224,000 for Diversity, Equity, Inclusion and Culture programs, police recruitment and Wellness,
Training and Human Resource support. A secondary memo is attached.

Diversity, Equity, Inclusion and Belonging $92,000
In January 2022 the City Council voted “Continue the City’s Internal and External Diversity Equity and
Inclusion Work” as its 2022 Community Affairs Top Priority. The Equity and Inclusion Manager,
Community Connections and Outreach Specialist, Pohlad Grant Technical Assistance Team, and Deputy
City Manager/Human Resources Director have worked to identify initiatives that are critical to further
the City’s DEI work: leadership development, city-wide training, employee resource groups and an
equity data dashboard.
Leadership Development ($32,000)
The M-Team received GARE training and completed the City’s first equity plan in 2017. Since then, there
have been sporadic and inconsistent opportunities for City department leaders to develop skill and
efficacy in planning, leading and executing equity initiatives. In 2020, the Rising TIDES Task Force
recommended the City hire an Equity and Inclusion Manager to help organize the City’s efforts. Since
the Fall of 2020, the Equity and Inclusion Manager developed two Citywide trainings (Equity 101 and
Implicit Bias training) while providing supplemental trainings to City Leadership including half-day
retreats, monthly equity leadership trainings and Foundations Training with Racially Conscious
Collaboration. Through these opportunities, the Equity and Inclusion Manager with affirming
assessments from the Pohlad Technical Assistance Team and facilitators from Racially Conscious
Collaboration recommend the City provide intentional and intensive leadership development to M-Team
members with personal learning plans and goals. Professionals recommend this approach with
simultaneous learning opportunities for front and midline staff so direction, objectives and expectations
for the integration of equity work in all aspects of every city function is clear. Directors report
consistently they need tools and support to fulfill these special duties. Funds provided will pay for
external equity leadership coaching to build on the existing infrastructure of monthly Equity Leadership
Team meetings and quarterly M-Team check-ins/goal setting.
City-Wide Training ($30,000)
The Equity and Inclusion Manager developed the Equity Advancement Team – an intra-department
work group of employees at all levels. While developing their annual work plan, the Equity Advancement
Team requested and suggested that the City provide more training for all staff to encourage
participation and facilitation of equity conversations within their departments. The Equity Advancement
Team conducted market research and chose Racially Conscious Collaboration to facilitate full day
Foundations Training. The Equity Advancement Team secured 50 spots for training and 27 staff
attended. Equity and Inclusion Manager collected feedback from staff participants and the Equity
Advancement Team; staff greatly appreciated the training and recommended that the City provide more
opportunities for Foundations Training and the follow-up, Collaborators training for all staff.
The Human Resources Department conducted check-ins with employees in several departments upon
request. During these check-ins, staff shared personal experiences related to seemingly small
interactions with racial and gendered implications, which are called microaggressions. The Human
Resources Department will facilitate training for all City staff to learn about microaggressions and
positive communication. After training, the Human Resources Department will revisit the Offensive
Behavior policy to reflect new learnings. Funds will pay for continued trainings with Racially Conscious
Collaboration and positive communication training.

Data represents the efficacy of the City’s new recruitment and hiring strategies including updating job
descriptions, updating interview/candidate review processes, and intentional recruitment in historically
marginalized communities. In order to maintain and support new and diverse employees, the Human
Resources staff recommend establishing Employee Resource Groups (ERG) – employee organized
support groups based on social identity or lived experience that provide recommendations to their
workplace for ways to increase diversity, equity and inclusion. Employee resource groups are one
strategy that employers use to increase belonging and employee engagement. Both belonging and
engagement are critical to employee retention. Human Resources department staff and department
directors are currently researching the most efficient and effective organization of ERGs, including
working with other cities who have success with their ERGs.
Funds will pay for the implementation of two Employee Resource Groups and financial support for their
workplans and any necessary, relevant professional development.
ESRI Equity Data Dashboard ($25,000)
Between 2019-2020 the Rising TIDES researched and gathered input to create DEI recommendations
within the City. Additionally, the City’s Pohlad Grant technical assistance team has been assessing the
City’s current DEI work in relation to the Pohlad Grant initiatives. Both the technical assistance team and
the task force’s recommended that the City measure its DEI initiatives. City staff in human resources and
legal departments conducted preliminary research and identified Environmental Systems Research
Institute (ESRI) as an organization that has robust equity mapping and analytics tools available to the
City. ESRI uses ArcGIS software to develop maps and synthesize data sets in engaging, interactive and
intuitive interfaces. The City of Golden Valley already uses ArcGIS for mapping in the Environmental
Division; the dashboard will be an expansion of our current use and subscription. Additionally, the City’s
Equity Data Dashboard will inform both internal and external facing decisions and help the City identify
progress (or lack thereof) on its DEI initiatives.
Funds will pay for ESRI consultation, building the dashboard, and staff training to update and maintain
the dashboard in the future.
PEACE Commission Training $20,000
The PEACE Commission began meeting in November 2021. Over the past several months the
Commissioners have been forming relationships with each other and trying to develop their annual work
plan. Commissioners continue to experience non-productive discomfort resulting in conflict and
fractured relationships, including Commissioner resignations. In order to move forward, City staff and
the Pohlad Technical Assistance Team conducted professional assessments and recommend the
following:
• Value Setting: Set of team-building activities to build cohesion and communication.
• Foundational Training: Develop an understanding of systemic oppression and systemic racism,
historical trauma, trauma-informed communication, and restorative practices.
Commissioners will use the critical skills and knowledge acquired during value setting and foundations
training to move their work forward and be able to facilitate community conversations in the future.
The funds will pay for the training and value setting activities for the PEACE Commissioners and
Commission liaisons (staff and Council).
Land Acknowledgment $12,500
The City Council asked the Human Rights Commission, now, Diversity, Equity and Inclusion Commission
(DEIC) to research the topic of Land Acknowledgements, present their recommendations, and assist with
implementation. The DEIC has been conducting research over the past two years, including consulting
with the Native Governance Center. Through their research, the group determined the most impactful
Land Acknowledgement statements are action-oriented and require long-term commitment from the
acknowledging institution. The DEIC Land Acknowledgement subcommittee developed a long-term
action plan that they intend to grow and integrate within the Commission’s annual workplan year after
year.
The funds will compensate the Native Governance Center for ongoing consulting work, including
developing the Land Acknowledgement policy and work plan items including but not limited to
collaborating with local Indigenous artists to commission pieces for the City, hosting educational events
and honoring historic and present-day Indigenous leaders and community members.
Police Recruitment $49,999
Public Safety, particularly Police department recruiting has been an ongoing Nation-wide challenge. The
City is operating within a market of low unemployment rates, shortages of sworn officer personnel, and
vast employment opportunities for the talent pool. To remain competitive, the City now offers $5,000
recruitment bonuses for lateral (current sworn officers at other agencies) hires. Comparatively, Cities in
the metro are offering between $2,500 and $10,000 recruitment (signing) bonuses.
Additionally, the City is engaging America’s Best Strategic Security Group (ABSSG) to temporarily
continue its work with Police recruitment. The scope of work includes a comprehensive social media
campaign and collaboration with the current department to develop and execute an ongoing
recruiting/advertising strategy. ABSSG will own and operate specific social media pages specific to police
recruiting and will collaborate extensively with the Police department staff to create and post content.
City Manager’s Department Budget $50,000
Employee recruitment and retention is critical to maintaining a high level of service delivery to the
community. Recruitment processes and retention efforts take significant time and dedication by human
resources personnel, supervisors, and department directors. Additionally, operating within the current
labor market requires the City to be flexible and proactive in its recruitment and retention efforts.
Therefore, the Human Resources team recommends a reserve fund of $50,000 to: a) create efficiencies
within human resources and board/commission work flows; b) hire recruiting consultants, host career
fairs, and cover increased recruitment advertising costs; and c) implement wellness and training
initiatives City-wide.
